Cet article présente le fruit d’une recherche exploratoire sur les écosystèmes de l’économie sociale et solidaire. Il introduit, en discussion, une analyse réflexive qui répond à quatre questions s’inspirant des avancées et apprentissages se dégageant des documents consultés. Enfin, il pose les bases pour un programme de recherche sur la notion d’écosystème en résonance avec les transformations observées actuellement tant au niveau géopolitique que conjoncturel.
The focus of this text is an area known as "Est de Montréal". This area had been associated with the petrochemical industry and other manufacturing sectors for much of the twentieth century. However, due to the crisis of Fordism and the development of the technology-based economy, this area progressively lost its productive assets, which provoked important impacts on jobs, services, and the quality of life for its residents. Such a decline has motivated an important mobilization for an economic reconversion oriented towards the socio-ecological transition. The text discusses the situation of the area, the issues at stake in the process of reconversion, the launching and orientations of a group of socioeconomic actors called “Alliance pour l’Est de Montréal”, the sources of inspiration for this group, as well as the elements of a strategy for ecological and societal transition in this important area of the city.

This chapter attempts to demonstrate that the active presence in Montreal of the ‘civil actor’, that is of organisations rooted in a social movement of socio-economic reconversion, has helped to establish a model of metropolitan development that can be distinguished from other North American examples. It examines the issue of reconversion and emphasizes the role of civil action in defining a territorial sphere of economic development. The chapter aims to describe the opposing actors and to the social actors’ specific choices to strive for a form of reconversion that associates social aims with the fight for jobs. It illustrates the type of development action using the concrete example of the actions taken to thwart plant closures in the southwest borough of Montreal. The Montreal model can be distinguished by the active presence of social movements, which have helped to shape a mode of governance in which the social actors play a key role and guide collective choices.
Dans un contexte de multiplication des experiences innovatrices, le present ouvrage veut faire reconnaitre les pratiques emergentes comme etant valables et justes, et montrer leur capacite a transformer le monde. Ainsi, les auteurs pronent le passage d’une vision minimaliste de l’innovation sociale, selon laquelle les acteurs sociaux et communautaires agissent de maniere a pallier l’« austeritarisme » gouvernemental et les insuffisances provoquees par le marche, a une approche plus large, orientee vers une veritable transformation sociale, economique et territoriale. Cette approche rappelle que les objectifs du developpement economique doivent etre soumis aux imperatifs societaux et environnementaux.Ainsi, lutter pour faire reconnaitre le pouvoir de la societe civile de reinventer le monde, c’est reagir au deni de l’alternative, si present dans le discours des decideurs. C’est aussi donner a voir des initiatives peu valorisees par ces discours, parce qu’elles ne s’inscrivent pas dans leur logique economique, laquelle est essentiellement productiviste et destructrice.Penser la transition, c’est re imaginer des institutions et des pratiques capables d’accroitre la capacite des collectivites a favoriser le bien commun. C’est affirmer qu’une societe creative et innovatrice devrait adherer a une vision large de l’innovation, orientee vers le developpement economique, mais aussi vers la creation d’un ecosysteme d’innovation ou les progres technologiques et sociaux se croisent et se completent, ecosysteme qui devrait repenser les rapports inegalitaires entre les genres, les populations et les territoires.
While NAFTA is explicitly challenged by the United States, the principal partner in the agreement, it is interesting to consider how state-owned enterprises (SOEs) and the social economy have evolved over the past decade. These two forms of enterprise have often been presented as vectors of economic democratization, at least by the supporters of social democracy. Our contribution consists of three parts. In the first section, we will outline the three countries that have been together since 1994 in a North American Free Trade Agreement (NAFTA), which will provide a glimpse of the context in which the social economy and SOEs. In a second section, we give an overview of the social economy in the three countries and highlight some issues and challenges. In the third section, we proceed in the same way for state-owned enterprises. Finally, in a general conclusion, we identify the elements of convergence and divergence between these two types of enterprises, while recognizing the specificities of the three countries concerned.

Ce texte porte sur le renouvellement des modèles d’action en développement des territoires en réponse à l’incapacité des politiques publiques de donner une réponse satisfaisante aux besoins et aux aspirations des citoyens et des communautés. Il explore les pistes d’un modèle alternatif au modèle néolibéral à partir de l’analyse de deux expérimentations, celles de Parole d’excluEs à Montréal et de Saint-Camille, en Estrie. Ces deux expérimentations mettent en oeuvre un leadership partagé, une gouvernance inclusive et le développement de capacités réflexives basées sur le croisement de savoirs et sur la collaboration entre la recherche et l’action. À travers les expériences menées, nous voyons émerger un modèle qui met en exergue le milieu de vie et non pas la croissance, dans une perspective convergente avec celle de l’approche du bien-vivre ( buen vivir ).
