Agriculture depends heavily on common pool resources. However, the viability of such resources is jeopardized by complex social and ecological relationships, as exemplified by protecting pollinators and allocating groundwaters that span ownership and political boundaries. Management options include privatization, government regulation or payments, community-based collective initiatives or some combination of all three. This chapter explores the advantages and limitations of using a collective bottom-up approach under agroecology principles. Theory and evidence demonstrate that voluntary collective management is sustainable under certain socio-ecological conditions, although win-win outcomes are neither easy nor assured. Moving beyond local commons resources to global climate and biodiversity crises poses stiffer challenges, but emerging collective initiatives, including credible certification systems, offer potential progress. This review distills four lessons from collective commons management experiences to advance sustainable food systems under an agroecological framework.
Poa annua L. is a widespread and persistent weed in managed turfgrass systems, exhibiting both annual and short-lived perennial growth habits. Effective management requires an integrated approach, with chemical herbicides remaining a primary tool. This review outlines the current landscape of chemical control strategies, including pre-emergence and post-emergence herbicide options, plant growth regulators, and emerging chemistries. Herbicide resistance in Poa annua continues to pose a significant challenge, with confirmed cases spanning multiple modes of action. Consequently, sustainable management depends on rotating herbicide classes, using mixtures and sequences of treatments, and integrating nonchemical tactics. Continued research into novel herbicide modes of action, application technologies, and integrated weed management approaches will be critical for maintaining long-term control of Poa annua across diverse turfgrass systems.
Maintaining turfgrass quality is key to deriving ecological, social, and cultural ecosystem services from urban sports fields. Annual bluegrass, the most troublesome weed in U.S. turfgrass systems and a problematic weed in Australasia and Europe, poses serious risks to sustaining these services. Recent U.S. focus groups have documented turfgrass professionals' concerns about annual bluegrass, particularly the evolution of herbicide resistance and opportunities for improved management. However, comprehensive scientific data have been lacking to test the scale and depth of the concerns and identify significant factors affecting turfgrass manager decisions to adopt remedies. The purpose of this study is to help fill those gaps in scientific knowledge with findings from the first national survey of U.S. sports and recreation turfgrass professionals. Integrated weed management (IWM), a holistic weed management approach that blends chemical and non-chemical practices, is key to slowing the evolution of herbicide resistance, but it meets stiff challenges in practical application. A multivariate regression model tested for factors hypothesized to affect the count of diverse practices used by U.S. sports turfgrass managers. Significant positive influences on practice adoption include the number of employees in a sports field operation, degree of concern about herbicide resistance, Extension educational program attendance, and length of tenure in the sports sector. Insufficient time, a perceived lack of non-chemical options, and a higher education level decrease the total count of practices. The findings support three actions to advance IWM for sports turfgrass:
Poa annua L. is one of the most widespread and troublesome weeds of turfgrass. It persists as both an annual and perennial and is adaptable to almost any static maintenance regime, including adaptation to mowing heights and evolution of herbicide resistance. This management guide is intended to provide stakeholders with a summary of new and existing knowledge on integrated Poa annua management. Here we review the basic biology and ecology, as well as practical integrated weed management (IWM) strategies developed for its control.
Adoption of diverse weed management practices is viewed as essential for slowing the spread of herbicide-resistant (HR) weeds. Yet, adoption of diverse tactics has remained low, while there has been explosive growth of resistant weeds. This study analyzes U.S.-farm-level data to identify factors affecting adoption of diverse weed management practices. This study uses directed acyclic graphs (DAGs) to consider how practice adoption is influenced by different causal pathways between farmer and farm characteristics and farmer awareness of and concern over HR weeds. This study then uses multiple regression analysis to estimate the direct and indirect pathways that influence practice adoption. Respondents relied more heavily on herbicide-based weed control methods than on mechanical or cultural methods. Concern over herbicide resistance increased the number of practices farmers adopted and the percentage of acres where farmers implemented these practices. Practice adoption was negatively associated with increasing levels of farmer risk aversion. Technological optimism—belief that new herbicides would soon be developed to counter HR weeds—discouraged diverse herbicide use practices that combat resistance, but encouraged use of some non-chemical weed control methods. Perceived weed dispersal externalities (from weed mobility) led to more diverse weed management, running counter to hypotheses that greater mobility reduces incentives for individual resistance management.
Collaborative action on the part of all stakeholders in pest management is essential to effectively address the challenges of pesticide resistance. The US Environmental Protection Agency (EPA), through its Pesticide Program Dialogue Committee, recently posted a report on pesticide resistance management and the role the Agency can play in these efforts. In this Perspective, we commend the Agency for acknowledging these needs, and encourage implementation of the recommendations. We urge all stakeholders to follow the example set by the EPA to engage openly, listen to other stakeholders, and determine their role as part of the broader community that is needed to address the challenges of resistance. Our contention is that pesticide resistance will continue to escalate until all stakeholders evaluate their roles in resistance management and work together as a community to influence effective management. © 2023 The Authors. Data from a national survey of 348 U.S. sports field managers were used to examine the effects of participation in Cooperative Extension events on the adoption of turfgrass weed management practices. Of the respondents, 94% had attended at least one event in the previous 3 yr. Of this 94%, 97% reported adopting at least one practice as a result of knowledge gained at an Extension turfgrass event. Half of the respondents had adopted four or more practices; a third adopted five or more practices. Nonchemical, cultural practices were the most-adopted practices (65% of respondents). Multiple regression analysis was used to examine factors explaining practice adoption and Extension event attendance. Compared to attending one event, attending three events increased total adoption by an average of one practice. Attending four or more events increased total adoption by two practices. Attending four or more events (compared to one event) increased the odds of adopting six individual practices by 3- to 6-fold, depending on the practice. This suggests that practice adoption could be enhanced by encouraging repeat attendance among past Extension event attendees. Manager experience was a statistically significant predictor of the number of Extension events attended but a poor direct predictor of practice adoption. Experience does not appear to increase adoption directly, but indirectly, via its impact on Extension event attendance. In addition to questions about weed management generally, the survey asked questions specifically about annual bluegrass management. Respondents were asked to rank seven sources of information for their helpfulness in managing annual bluegrass. There was no single dominant information source, but Extension was ranked more than any other source as the most helpful (by 22% of the respondents) and was ranked among the top three by 53%, closely behind field representative/local distributor sources at 54%.
Lawns provide valuable ecological, economic and social services. Both the quantity and quality of the turfgrass affect the level of the services delivered. Unwanted weed infestations can degrade lawn quality and decrease the value of these services for lawn users and others. For example, Brosnan et al. reported that athletic fields with weed cover not only decreased aesthetic quality but also resulted in increased surface hardness and a concomitant increase in potential athlete injuries and soil erosion. Contemporary research pertaining to pest influences on lawn quality and management responses is sparse. We hope to begin filling that gap with findings from a recent study of U.S. lawn care operators about the challenges and opportunities omanaging Poa annua, an emergent threat to sustainable lawn management (USDA-NIFA Specialty Crops Research Initiative (SCRI) Grants Program (award #: 2018-51181-28436). Estimates for residential- and commercial-lawn cover in the United States (U.S.) range from 58,000 km2 to 120,000 km2 with total turfgrass cover (inclusive of golf courses, parks, schools, roadsides) estimated at 163,800 km2. The Federal Highway Administration (FHWA) estimated that there are 20,436 km2 of grassed rights of way (roadsides) in the U.S. The total U.S. urban area in 2010 was estimated at 802,053 km2. Together, we can estimate turf cover between 7 and 18% of U.S urban areas, including lawns as the primary turf surface along with parks, athletic fields, golf courses, and roadsides. The professional lawn care industry employed 295,000 workers and represented an $18.5 billion market value in 2002. Despite its size, the U.S. lawn care industry defies simple characterization in part due to its heterogeneity. Lawns may provide valuable ecosystem services, including wildlife habitat, water infiltration, and moderation of the urban heat-island effect as well as aesthetics and open space for recreation. Apart from offering economic and ecological services, lawns and their management can be an important component of community social character and culture. Effective weed management in lawns assures sustainable delivery of all of these services, such that lawns are uniform and free from potentially troublesome weed species, such as Poa annua which ranks as the #1 most troublesome weed in turfgrass systems.
Scholars with an interest in agricultural social change have a long history of studying farmer decision-making. While much of the early research was focused on identifying the individual characteristics of progressive farmers, research has evolved into examinations of the many factors that may influence different types of farm decision-making, including the use of so-called Best Management Practices. We utilize an approach for analyzing farmer decision-making that includes some possible internal and external factors for understanding how farmers are responding to the emerging crisis of herbicide-resistant weeds. Based on survey data collected onfarm managers, we contrast farmers that are using an herbicide-centric approach with those who are adopting practices associated with integrated weed management. Our findings indicate that farm decision-making is a complex process that is influenced by a variety of factors.
Due to complex interactions between social and ecological systems, herbicide resistance has classic features of a “wicked problem”. Herbicide-resistant (HR) Poa annua poses a risk to sustainably managing U.S. turfgrass systems, but there is scant knowledge to guide its management. Six focus groups were conducted throughout the United States to gain understanding of socio-economic barriers to adopting herbicide-resistance management practices. Professionals from major turfgrass sectors (golf courses, sports fields, lawn care, and seed/sod production) were recruited as focus-group participants. Discussions emphasized challenges of the weed management of turfgrass systems as compared to agronomic crops. This included greater time constraints for managing weeds and more limited chemical control options. Lack of understanding about the proper use of compounds with different modes of action was identified as a threat to sustainable weed management. There were significant regional differences in perceptions of the existence, geographic scope, and social and ecological causes of HR in managing Poa annua. Effective resistance management will require tailoring chemical and non-chemical practices to the specific conditions of different turfgrass sectors and regions. Some participants thought it would be helpful to have multi-year resistance management programs that are both sector- and species-specific.
Community-based projects with inclusive stakeholder engagement are increasingly important to achieve robust outcomes in the science and management of ‘wicked’ urban ecosystem service challenges. We summarize lessons learned from a transdisciplinary, team-based doctoral education program that engaged students in research on such multi-stakeholder, complex problems. The key lessons are (a) problem-based projects foster active student engagement and accelerate transdisciplinary analysis, (b) problems addressing more acute interventions by public or private organizations enable learning by clearly delineating the issues and revealing the goals and perspectives of varied stakeholders, (c) successful projects that address wicked problems require that transdisciplinary teams begin from inception to robustly frame research questions with multiple lenses and choose appropriate theories and methods to implement projects, (d) regular stakeholder engagement leads to mutually meaningful project outcomes that advance scholarly frontiers for university researchers and provide relevant solutions for community partners, and (e) university administrative investment in program faculty, students, and staff and flexibility to reward innovative collaborations across disciplinary boundaries are keys to facilitate success in transdisciplinary education. Our lessons provide guidance both for addressing wicked problems through research projects in general and for formulating transdisciplinary training approaches for graduate education.
BACKGROUND It has been frequently argued that growers have less incentive to manage the evolution and spread of herbicide-resistant weeds on leased than on owned land. This is because resistance management provides long-term rather than short-term benefits that operators may be less assured of capturing on land they do not own. Yet, empirical evidence supporting this argument has been lacking. RESULTS This study reports on results from a large-scale national survey of weed management and other crop production practices on US agricultural fields. Up to 11 weed management practices were compared across owner-operated versus renter-operated fields. Analysis of survey data from corn and soybean fields did not support the hypothesis that adoption of resistance management practices is lower on rented acres. In most instances, there were no statistically significant differences in herbicide use or weed management practices on rented versus owned land. This was true at both national and regional levels of analysis. Where there were significant differences, practices associated with greater herbicide resistance management were, as often as not, more prevalent on rented than owned land. CONCLUSIONS A useful area of future research would be to test for land tenure differences in resistance management using multivariate analysis to control for confounding effects. Unobserved farmer or land characteristics may be confounding results and masking land tenure effects. Results here, however, suggest that these other effects are dominating any obvious disincentive effects of land leasing on resistance management. Agricultural biotechnology has been largely opposed by advocates in the sustainable agriculture movement, despite claims by the technology’s proponents that it holds the promise to deliver both production (economic) and environmental benefits, two legs of the sustainability stool. We argue in this paper that participants in this polarized debate are talking past each other because assumptions about biotechnology and sustainability remain simplistic and poorly defined. Genetically engineered (GE) herbicide-resistant and insect-resistant crop varieties are the most visible current forms of agricultural biotechnology, and thus the form of biotechnology that many in the sustainability movement react to. However, these crops represent a biotechnology option that has paid insufficient attention to the integrated and systemic requirements of sustainable agriculture. In particular, common definitions of sustainable agriculture reinforce the need to include consideration of socio-economic distributive or equity effects into any assessment of sustainability. However, the frameworks that have been proposed to assess the potential for GE crops to enhance sustainable agriculture generally neglect this essential socio-economic dimension. We present an analysis that augments the sustainability frameworks to include the full suite of environmental, economic and social impacts. A review of the latest science on each impact category reveals that crop biotechnology cannot be fully assessed with respect to fostering a more sustainable agriculture due to key gaps in evidence, especially for socio-economic distributive effects. While the first generation of GE crops generally has made progress in reducing agriculture’s environmental footprint and improving adopting farmers’ economic well-being, we conclude that these early products fall short of the technology’s capacity to promote a more sustainable agriculture because of the failure of those developing and promoting the technology to fully engage all stakeholders and address salient equity issues. To realize the sustainability potential of biotechnology will require fundamental changes in the way public and private research and technology development and commercialization are structured and operated. We identify new approaches in these areas that could make this powerful biological science more compatible with sustainable agriculture.

Abstract Herbicide resistance is ‘wicked’ in nature; therefore, results of the many educational efforts to encourage diversification of weed control practices in the United States have been mixed. It is clear that we do not sufficiently understand the totality of the grassroots obstacles, concerns, challenges, and specific solutions needed for varied crop production systems. Weed management issues and solutions vary with such variables as management styles, regions, cropping systems, and available or affordable technologies. Therefore, to help the weed science community better understand the needs and ideas of those directly dealing with herbicide resistance, seven half-day regional listening sessions were held across the United States between December 2016 and April 2017 with groups of diverse stakeholders on the issues and potential solutions for herbicide resistance management. The major goals of the sessions were to gain an understanding of stakeholders and their goals and concerns related to herbicide resistance management, to become familiar with regional differences, and to identify decision maker needs to address herbicide resistance. The messages shared by listening-session participants could be summarized by six themes: we need new herbicides; there is no need for more regulation; there is a need for more education, especially for others who were not present; diversity is hard; the agricultural economy makes it difficult to make changes; and we are aware of herbicide resistance but are managing it. The authors concluded that more work is needed to bring a community-wide, interdisciplinary approach to understanding the complexity of managing weeds within the context of the whole farm operation and for communicating the need to address herbicide resistance.
Dramatic growth in herbicide-resistant (HR) weeds in the United States threatens farm profitability and may undercut environmentally beneficial farming practices. When HR weeds move across farm boundaries due to ecological processes or human action, a common pool resource challenge emerges, requiring farmer cooperation to manage such weeds effectively. We investigate the scope for cooperative management using responses to a national survey on HR weed issues to test a recursive model of three preconditions for collective action: (1) concern about HR weeds migrating from nearby lands; (2) communication with neighbors about HR weeds; and (3) belief that cooperation is necessary for effective resistance management. Results suggest that farmers who relied more on Extension educators regarding weed management, were more likely to satisfy each precondition. Further, concern about weeds resistant to multiple herbicides as well as concern about HR weed mobility positively influence concern about migration and views toward cooperation. Farmer time constraints and “techno-optimism” (a belief that herbicide discoveries will solve resistance problems) detract from the perceived need for cooperative approaches. A different set of factors significantly affect each precondition, suggesting heterogeneity in the underlying casual mechanisms. The findings can help tailor collective action to different socio-ecological settings experiencing HR weed resistance issues.
AbstractSeven half-day regional listening sessions were held between December 2016 and April 2017 with groups of diverse stakeholders on the issues and potential solutions for herbicide-resistance management. The objective of the listening sessions was to connect with stakeholders and hear their challenges and recommendations for addressing herbicide resistance. The coordinating team hired Strategic Conservation Solutions, LLC, to facilitate all the sessions. They and the coordinating team used in-person meetings, teleconferences, and email to communicate and coordinate the activities leading up to each regional listening session. The agenda was the same across all sessions and included small-group discussions followed by reporting to the full group for discussion. The planning process was the same across all the sessions, although the selection of venue, time of day, and stakeholder participants differed to accommodate the differences among regions. The listening-session format required a great deal of work and flexibility on the part of the coordinating team and regional coordinators. Overall, the participant evaluations from the sessions were positive, with participants expressing appreciation that they were asked for their thoughts on the subject of herbicide resistance. This paper details the methods and processes used to conduct these regional listening sessions and provides an assessment of the strengths and limitations of those processes.
Portland State University's (PSU) faculty and students routinely put into practice the University's motto, "Let knowledge serve the city". This chapter presents the early efforts and the role PSU faculty, students, and administrators have played in local, state, national and international sustainability movements. Importantly, it reviews the pathway and reasoning behind the critical decisions to create a campus wide, cross cutting initiative integrating sustainability across the campus in academic programs, centers of community service, and PSU's own footprint. Emphasis is placed on the diverse and innovative sustainability projects and processes across a variety of educational programs in order to document and disseminate best practices in multi-disciplinary community-engaged teaching and research with a focus on sustainability (cultural, social, economic and/or ecological).
In a recent essay, Harker and coauthors stated that considering herbicide resistance as a wicked problem "without clear causes or solutions" ignores what weed scientists know about the biology and management of herbicide-resistant weeds. In this response, we argue that this misrepresents what is meant by "wicked" and that the wicked problem concept is valuable in understanding the multifaceted nature of herbicide resistance as a human-caused phenomenon.
