Global food security policies are increasingly shaped by the impacts of climate change, geopolitical conflicts, and evolving food systems, prompting shifts in national approaches. However, these shifts remain uneven, with high-income nations often demonstrating weak commitments to food security. This Australian case study draws on analyses of 102 food-related policies, 25 stakeholder interviews and 500 public surveys conducted across the states of Queensland, Victoria, and Western Australia, revealing both systemic barriers and opportunities. Policy analyses highlight the inadequacy of food security agendas across local, state, and national levels of government, characterised by a disconnect between dominant economic narratives and food security priorities. Interviews and surveys reveal a divergence between policymakers’ and the public’s perceptions of food insecurity, with public concerns remaining high regardless of gender, income, and household spending power. Three perception barriers hinder effective food security policymaking: (a) narrow conceptualisations of food security, (b) governance fragmentation, and (c) limited understanding of food systems. We argue for a three-tiered, food systems-centred and rights-based approach for food security policymaking across local, state (or regional), and national or international levels. This framework helps overcome entrenched perception barriers, catalyse more transformative policymaking, and reduce policy disparities between high- and low-income nations. If widely adopted, these policy shifts could strengthen global food security and accelerate urgently needed progress towards achieving multiple global sustainability goals.
This study examines the understudied intermediary role of planning consultants in shaping public participation in smart city planning in Indonesia. In this descriptive qualitative study, we analyzed interviews with stakeholders in Mojokerto Regency, Indonesia using established participation frameworks. Evidence from this case indicates that consultants bridge technical and communicative gaps and may align with the tokenism spectrum due to centralized government authority and absent feedback mechanisms, thereby undermining public trust and substantive engagement. Institutional constraints limit consultants' capacity to champion inclusive planning and constrain participation to procedural compliance, raising questions about achieving genuinely community-driven transformation.
Customer payment behavior for curbside parking in Brisbane’s central business district (CBD) was analyzed to identify patterns that could enhance management and operations. Data from three parking locations, collected over one week, included spatiotemporal attributes of parking, occupancy, fines, and customer behavior. Among 2,508 parking transactions, 647 (25.8%) were unpaid, while 1,861 (74.2%) were paid. The analysis employed descriptive statistics, exploratory analysis, and a random-parameters linear regression model. The findings revealed significant variation in the amount customers paid relative to their due parking fees. Specifically, parking duration, parking start hour, and proximity to clearway periods exhibited a negative correlation with the difference between the amount paid and the due parking fee, indicating that longer stays and parking closer to clearway times resulted in more accurate payments. In contrast, high turnover rates and weekend parking were positively associated with fee discrepancies, suggesting a higher frequency of payment inconsistencies. To address these issues, policy adjustments could include stricter monitoring or revised pricing structures during high-turnover periods and weekends to minimize discrepancies and enhance customer compliance. Scenario analysis indicated that extending parking hours and redistributing demand could reduce unpaid parking and improve congestion management in the CBD. Additionally, discrepancies were found to be slightly lower when using mobile payments compared to parking meters. A better understanding of the key variables identified in this study can support improvements in enforcement strategies and educational campaigns by highlighting factors associated with illegal parking behavior.
Integrating urban land use policies with food systems is becoming a widespread global strategy to build resilient socio-ecological systems and address the challenges of climate change and rapid urbanization. Yet varying degrees of integration have raised questions about its efficacy and hindered broader adoption. This article introduces a multi-structured what-why-how framework to evaluate the elements of Australian food systems amenable to integration, addressing three key dimensions: (1) what has already been integrated and why; (2) what new elements can be integrated and why; and (3) how to integrate effectively. Interviews with 25 senior planning professionals and policymakers across Queensland, Victoria and Western Australia reveal limited integration, with agricultural lands and urban food retail perceived as integrated, primarily through established planning policies. While integrating new elements is possible, implementation is often constrained by external factors, such as market pressures, land scarcity and stakeholder conflicts. However, internal drivers-including policy shifts, intellectual development, better institutional decision-making and governance structures-offer promising avenues. These findings underscore the complexity of food policy integration across historical, external and internal dimensions, highlighting the value of the multi-structured what-why-how framework in advancing theory and providing actionable tools for urban and regional land use planning.
This paper investigates factors influencing urban parking satisfaction with the aim of informing policies to enhance experience for residents and visitors. The study surveyed 391 respondents in Brisbane, Australia. Overall parking satisfaction was analyzed as a function of four key criteria: payment options, online services, congestion reduction, and parking availability. Findings reveal a clear dichotomy in satisfaction levels, with higher contentment observed in payment options and online services, contrasted by significantly lower satisfaction in congestion reduction and parking availability. Additionally, segmentation analysis indicates that app-only customers are significantly more satisfied with parking availability compared to those who primarily use meters. Based on these insights, several innovative strategies were proposed to enhance curb space management and reduce congestion, including leveraging smart technologies, adjusting delivery schedules, and adopting flexible curb use policies. These findings and recommendations may serve as a useful reference for other local government authorities facing similar urban mobility challenges. Similarly, multi-criteria analysis was an effective method in this study to analyze parking satisfaction.
Food overconsumption is being addressed increasingly in the policy agendas of many advanced economies to achieve sustainable consumption. Yet, few studies define and research sustainable food consumption, particularly in understanding socioeconomic and environmental challenges and opportunities in urban environments. This paper evaluates 500 online surveys conducted in Brisbane, Australia, to explore public perceptions of food consumption and the underlying challenges and opportunities. A key finding is the co-existence of over- and underconsumption prevailing over the traditional focus on unhealthy food overconsumption. The challenges of affordability, access to healthy foods, limited retail options, and increasing carbon urban footprints complicate food consumption as a demand issue more conditional to the socio-spatial characteristics of urban environments. Opportunities for sustainable food consumption also arise in high health awareness and willingness to change dietary habits if facilitated by improved urban food provisioning. We argue that food diversity and accessibility-conducive urban environments can help transform food consumption by enabling enhanced access to affordable and nutritious foods, diversified food retail options and variety, and reduced food waste and loss-associated carbon emissions. To do so means improved global equity in food consumption and carbon footprint can optimistically reduce global food demand by 9% and generate better environmental outcomes, positively contributing to the UN’s Responsible Consumption (SDG12) and Climate Action (SDG 13) for 2030.
Boats require End-of-Life (EOL) management, especially those built with fibre-reinforced plastic/polymer materials because they are hard to dispose and have negative effects on the environment. The main challenge with EOL boats or abandoned and derelict vessels (ADVs) is the lack of sustainable disposal options for recycling and reusing composite plastics, which should be safe, managed, sustainable, and economically viable. Most efforts have focused on dealing with ADVs in water rather than on land. This study provides a systematic review of 101 studies of End-of-Life Boat (ELB) management and seeks methods to deal with derelict vessels, challenges in their management, potential solutions, and a comparison and assessment of EOL opportunities in terms of sustainability and circular economy. Research gaps were identified, and suggestions for future research directions were proposed. The marine industry faces gaps in practical implementation and understanding of sustainable principles and lacks effective regulations, cost-effective methods, and suitable technologies for sustainable management, particularly for recycling and reusing. The present review highlights the importance of a harmonized approach, financing mechanisms, sustainable dismantling and transport, material reuse and upcycling, industry partnerships, centralized recycling systems, and investments in research and innovation as crucial elements for enhancing the circular economy.
Efficient parking management is essential for enhancing customer experience, mobility, accessibility, and overall quality of life in urban areas. In recent years, parking analytics have emerged as valuable tools for understanding drivers’ behavior and developing data-driven management strategies. However, the application of these tools is often hindered by the complexity of data extraction, transformation, loading and analysis. Additionally, the implementation of these tools can be time-consuming and costly, further limiting their practical use for operators and urban authorities. To address this issue, this paper presents the development of a Business Intelligence tool specifically designed to facilitate parking management through the automated flow of transaction data between collection, processing, and analysis systems. The tool provides easy-to-use analytical capabilities that allow parking managers to analyze parking transaction data, identify trends and patterns, and make informed decisions about parking management quickly and easily. The cost-effective implementation of this tool presents a valuable solution for managing on-street parking in urban areas. This study highlights the potential of Business Intelligence tools for parking management and contributes to improving the effectiveness of parking management.
Driver fatigue is a major cause of road crashes. However, there is limited knowledge regarding the potential consequences of driver fatigue in taxi (conventional and app-based), ride-hailing, and ridesharing services. Driver fatigue is likely to be significantly exacerbated in this population due to the multi-task characteristics of their jobs; thus, conducting a comprehensive study on driver fatigue in these transportation sectors is of utmost importance. This systematic review summarises the current state of knowledge about the causes and consequences of driver fatigue. We also suggested some potential control mechanisms for driver fatigue in taxi and ride-hailing services along a fatigue risk trajectory. We included studies published prior to September 2022 in three databases (Web of Science, Scopus, and PubMed) using a predefined search strategy. Eligible studies were critically appraised using the Joanna Briggs Institute (JBI) critical appraisal checklists. A total of 18 studies met our eligibility criteria as scoped from the 414 initially identified studies. Eight contributing factors to driver fatigue were revealed including long working hours, short rest breaks, limited driving experience, job demand, poor sleep, algorithmic management, traffic congestion, and additional workload. Furthermore, our review identified risk factors for driver fatigue in taxi and ride-hailing services, including road safety, work pressure and driver's health, optimism bias, job precariousness, and lack of additional benefits. Findings to date suggest that driver fatigue in taxi and ride-hailing industries is as serious as, or more serious than, in other transportation sectors. Understanding the working conditions of these drivers is critical to establish effective policies and practices for reducing crash-related driver fatigue.
This paper examines factors influencing the adoption of parking apps and explores various app configurations to reduce reliance on traditional parking meters. The study surveyed 304 respondents in Brisbane, Australia. A mixed logit model was estimated to analyze preferences regarding various app characteristics. Results revealed that the introduction of new contactless payment options, real-time parking information, and parking expiry reminders positively influence the uptake and usage of apps. Conversely, service charges were negatively associated with the adoption of mobile payments. Willingness to pay was also evaluated for the most important attributes that influenced uptake. To further explore the impact of different app configurations, this study simulated three distinct payment scenarios, each offering customers the choice between paying through meters or apps. The simulations showed the need to consider customer backgrounds when offering new payment options. For example, the simulations underscore the significance of offering simpler versions of apps to cater to customers with limited technological proficiency or those seeking a more seamless experience. Maintaining a balanced approach between app-based payments and meters is also recommended, as some customers still prefer traditional payment methods. These insights contribute to enhancing the adoption of apps and guide the implementation of smart parking solutions in cities beyond Brisbane.
Food policy integration is critical for sustainability as urban food policies become a new norm in the policy agenda. Yet, little research demonstrates how food policies are integrated with food systems and across governance to achieve urban sustainability.This paper presents the Trans-Governance and Food Systems (Tr-GaF) framework for food policy integration developed to evaluate the Australian food policy landscape. The analysis of 102 food-relevant policy documents sourced from multiple government institutions in Queensland, Western Australia, and Victoria identifies limited food policy integration in Australia, with little attention paid to food-related urban planning. Policy misalignments arise in the agrifood economy, health and well-being, and environment and ecology domains, with horizontal and vertical fragmentation across governance levels and sectors. Inadequate integration with food systems further jeopardises the efficiency of urban food supply chains and consumption activities. These three prominent issues collectively stifle urban sustainability by economically restraining food supply chain actors’ ability to innovate and compete. While environmental imbalance worsens, urbanites inevitably face barriers to maintaining health and social well-being. Tr-GaF provides an evidenced-based framework for policymakers to evaluate and integrate food policies anchored in food systems governed by collaborative multi-scalar government agencies, institutions, food industries, and civil society. In doing so, urban development can sustainably evolve economically, socially, and environmentally.
Numerous studies have established strong connections between air traffic and economic growth at the regional level. However, without consideration of individual airports’ immediate vicinities, this aggregate view can lead to an overly simplistic conclusion about the role of airports in their urban environment. The impact of airports on local economic development is evaluated through a case study of Brisbane Airport by using primary data sourced from semi-structured interviews and a survey. The results demonstrate that the role of airports as transport hubs is not the dominant mechanism that drives industries to locate in airport areas. Rather, the local urban context is a dominant driver for development in and around airports. Based on the survey and interview results, urbanization economies have the highest significance on the landside industrial location decision, with a mean of 3.53 in terms of importance level. The findings provide a reference for policymakers regarding investment in airport expansion or construction, as well as a refinement of the understanding of the local economic impact of airports.
Supply chains, urban freight logistics and freight transport have been under pressure to improve productivity, quality, and sustainability performance. Conventional methods of practice are unable to respond to this industry’s ever-growing challenges and needs. New methods/technologies have emerged to respond to this issue, making urban freight logistics a more contemporary, interdisciplinary and technology integrated field. Nevertheless, the application of new methods/technologies, and developments in the field are not fully integrated into training/education programs. This study utilised a systematic literature review along with thematic and content analyses to interrogate and explore the developments within urban freight logistics practises and compared them with the current developments in the literature on freight logistics training/education programs—to identify the gaps and limitations within the body of knowledge. The findings reveal that the literature on urban freight logistics education is lacking in terms of providing a comprehensive education on the spatial systems of moving freight in urban areas and is falling behind the current developments within the industry. This study highlights that there is a substantial gap in the body of knowledge on urban freight logistics education, given that many of the current studies in the literature are focus on freight logistics as a topic with no/limited consideration to the rapidly changing urban context.
This article investigates the impact of airports on the surrounding landside(1) industrial development by employing secondary data of nine major Australian airports captured from Google Maps using MapQuery. Previous studies suggest a strong connection between airports and economic development at the regional scale. However, few studies explore this link around the surrounding vicinity of the airport. This article provides new evidence on the link between airports and the local economy in the Australian context. The empirical results demonstrate that the size of landside industries is highly correlated with both airports' passenger numbers and international air freight volume at the correlation coefficient of 0.912 and 0.871. Service sectors account for over 50 percent in the landside industries of most airports indicating a tendency of diversified and service-oriented landside development, which implies that airports are drivers of economic restructuring. The evidence confirms that airports have a positive impact on landside industrial development around airports, which align with the findings within this strand of airport literature.
A record of spatial and temporal parking occupancy is critical to optimize on-street parking resources and to develop effective parking policies. Such data are often obtained through advanced and costly occupancy monitoring technologies. Moreover, it is usually challenging to integrate bay-level occupancies and parking data from other systems. Accurate occupancy–payment data are required for a wide range of analytical and practical purposes, including but not limited to investigating payment behavior, estimating and forecasting occupancy, and evaluating the efficiency and effectiveness of enforcement policies. This study proposes a metaheuristic optimization algorithm to integrate snapshots of bay-level parking occupancy, captured using simple cameras, with transactions from a conventional parking payment management system. The resulting integrated data were used to develop, calibrate and validate a parking occupancy estimation method utilizing parking payment data only. Details of the design, implementation, and validation of the proposed algorithm and modelling technique are provided. Logistic regression analysis was used to tune parameters of the data integration algorithm. Deep learning, gradient boosting and random forests were used to develop a model of parking occupancy. Evaluation of the algorithm indicated an accuracy of 76% of correct data integration; that is, individual bay occupancies integrated with the correct corresponding payment transactions. The best occupancy estimation model also showed a very high accuracy, with an R2 above 94% and a root mean square error (RMSE) of 1.2 (occupied bays), when tested with a random sample from the integrated data.
Public spaces are being increasingly controlled and managed by non-government agencies, and their publicness is shifting constantly, prompting concerns about the nature of the public realm in contemporary cities. Using a qualitative single case study analysis with the data collected from observations and interviews, this paper examines how control has been employed as a regulatory mechanism to manage neighbourhood open spaces in Kathmandu by a local community group, which has emerged as a formally responsible body for public space management. Our findings suggest that excessive control of public space is problematic as it diminishes a user's ability to access open spaces. We analysed this evidence from two lenses. We first considered the transfer of management responsibilities to the community to argue that it has added new challenges to public space management by compromising the public realm. Secondly, from the point of view of the tendency of controlling public space, we maintain that public space managers have to ensure a balance between the need to control the space and making it accessible to the users. Contemporary approaches to public space management should aim for maintaining the public character of an urban place regardless of who owns or controls it.
A better understanding of individuals' route switch behavior is required to take the best possible interventions to alleviate roadway traffic congestion. The impact of different transport infrastructure, including new roads, highways, and motorways, on reducing traffic congestion and travel time savings was reported in the literature. However, the effect of flyovers on travel route switch behavior remains unexplored, particularly in developing countries. Therefore, this study investigates individuals' route switch behavior due to the construction of flyovers in Bangladesh. An intercept survey was conducted to collect data from flyover users in Dhaka. A chi-square test was used for categorical variables and one-way ANOVA was performed for continuous variables to compare participants' socio-economic and travel characteristics with their route switch behavior. A multiple response set was used to determine why participants were not using the same or alternative travel route for regular trip purposes. Using a binary logit model, the study found a significant association between flyover users' socio-economic and travel characteristics, and their travel route switch behavior. Flyover users who changed their route traveled more kilometers and generated more trips compared to flyover users who did not change their routes. Flyover users were also switched travel routes to save their travel time. Transport planners and practitioners should consider individuals' route switch behavior when planning for new transport infrastructure to reduce traffic congestion, particularly in large cities such as Dhaka, Bangladesh. Future studies should also explore individuals' route switch behavior in other urban settings.
