The paper describes model of intelligent traffic safety management on a section of a multi-lane motorway. System is based on estimation accident risk that uses real-time data of traffic flow on motorway section. Advanced system for giving warning messages to drivers will be analysed, too. As one of the examples, it is described warning system when the use of mobile devices by the driver is detected.
The paper describes simulation platform for the analysis of motorway traffic safety management systems based on multi criteria optimization. System is based on estimation accident risk that uses real-time data of traffic flow on motorway section. Simulation platform is realised in the microsimulation traffic model. The approach of calibration is presented, also. The behaviour of drivers in the simulation model is based on Widemann's car following model.
The paper describes the decision support system for safety management on the motorway section. The system is based on the estimation of the probability of traffic accidents on the motorway - Crash potential. Based on this assessment, the system recommends active measures to reduce the likelihood of their actual occurrence. The paper presents a model based on the ANFIS methodology and is based on measuring the values of selected traffic flow parameters and external factors that affect the flow of traffic. This approach is important for improving existing algorithms for managing variable traffic signs on highways.
The use of a bicycle as a form of transport is an essential factor within a sustainable transport system. The increased number of cyclists is changing their need for better and better infrastructure. Koprivnica is traditional cycling city, with one of the longest cycling infrastructure in the Republic of Croatia. However, parts are disconnected and partly inconsistent with the Bicycle Infrastructure Regulations (OG 26/2016). This results with reduced mobility and safety for all road users, especially pedestrians and cyclists who often share a common surface. The paper presents a method of mapping bicycle infrastructure in the city. As a reference point for comparing the state of cycling infrastructure, data were taken from the 2015 Sustainable Urban Mobility Plan of Koprivnica. In addition to personal bicycles in the city, public bicycles are also proposed to optimize this system. After the analysis, suggestions were made for improvements and connecting parts of existing network, into a united network that would meet the highest standards. Particular attention should be paid to intermodality, ie connection with railway and bus stations, and planned parking areas around the city. This model can be applied in all cities.
Urban mobility of a population is usually estimated within procedures that focus on specific domains, using limited datasets, indicators, and indices related to the targeted subsets of the urban population. This paper proposes a new approach to urban mobility estimation, based on the telecommunication activities within the public mobile telecommunication networks. The urban mobility indicators in this research are generated from a database of mobile phone users call data records and are integrated into the urban mobility index of the population based on the model defined through the adaptive neuro-fuzzy inference system (ANFIS). The following has been considered in the process: an initial fuzzy inference system, model learning, model quality control, limitations, errors, and deficiencies. The model is practically applied in the programming environment, on a set of real word data. The research results prove the following hypothesis set in this paper: the urban mobility of inhabitants in a specific timeframe, can be described with an urban mobility index based on the data on the recorded telecommunication activities of the public mobile communication network users.
The paper presents the results of research in tourism as one of the most important factors in the public passenger transport demand. The research has been carried out for the requirements of creating a Tourism Satellite Account (TSA) for the Republic of Croatia for 2016. Traffic and tourism, as strategic economic activities of the Republic of Croatia, have the characteristics of complex and dynamic systems, mutually conditioned by the guidelines of the demand and supply chain of tourist product values. Therefore, the paper is oriented towards the analysis of the significance of tourism for public road passenger transport in the Republic of Croatia. During 2016, road intercity passenger transport carried 50.4 million passengers, out of which 98 percent in domestic and 2 percent in international transport. Passenger road transportation is marked by mild seasonal oscillations, with the summer period marked by the lowest level of demand, and the period from January to March by the largest number of passengers. The provision of public road transportation services in 2016 realised a revenue of 1.8 billion kuna for 433 business subjects registered in this activity. The trends indicate an increase in the number of travelled kilometres by buses with passengers.
The development of aviation in Croatia began more than a century ago with the development of the adequate infrastructure, mostly hangars for building of aircraft and their servicing. In that long-lasting development of the Croatian aviation, the focus has been on the military and especially civil aviation already by the beginning of World War I, in Austrian - Hungarian Monarchy. This paper will describe the development of civil aviation but not the commercial public traffic than the sports-recreational aviation. Special care is dedicated to avio tourism, i.e. tourism that appears due to the activities connected with ultralight flying and air sports. Avio tourism and its development contribute to the total number of visits and the tourist's consumption at tourist destinations which develop that kind of tourism. The paper concludes with some proposals for the development of the overall sports and recreational aviation and avio tourism.
The paper describes the methodology used in selecting a location for the congress centre in Zagreb, based on the Analytic Hierarchy Process [AHP]. Delphi method was used to define parameters, criteria, and weight ratios for the analysis of physical parameters, land ownership, prescribed conservation, transport and tourism resources. The evaluation conducted proved adequate for the task and deemed useful for evaluating spatial resources and strategic projects.
The research in this paper focuses on harmonization and synchronization of traffic flows in the period of application of zonal temporary traffic regulation. The specific case scenario addressed in this research implicates that on both carriageways no vehicles were allowed to reside in the work zones for a significant time interval in the same time periods on both sections. In order to solve this problem, the model for harmonization of the traffic flows on dual carriageway motorways with synchronization of opposing traffic flows on both carriageways in special traffic conditions is presented. Actual traffic situation that occurred is presented in order to demonstrate the model, where intensive traffic flows were interrupted on both carriageways during extensive road works on two nearby sections. The model described in this paper has several stages. The first stage implies detailed analysis of traffic flows with computation of expected number of vehicles in the queue. The next stage in the modelling process is to calculate the queue discharge time for both directions and propose measures to optimise operating speed in order to maximize capacity. Then, a graphical method by means of two-way coordination diagram is used to synchronise stop signal timings on all closed sections. This paper shows results of a new model that was developed and implemented in real situations in most complex conditions that can occur on motorways. The research findings have shown the suitability of the proposed model.
The paper presents the current research related to the speed of traffic flow on the roads of high serviceability. It analyses the speed of vehicle as one of the main causes of traffic accidents. A flat four-lane motorway section, motorway section in the tunnel and a city bypass section were chosen for this research, and several speed limit scenarios for the vehicles have been applied with the aid of variable signalling. The survey results show that few vehicles respect the speed limits in traffic in the case of a straight section of motorway or city stretch of the motorway which has good geometric elements; however, speed limits are exceptionally well respected in tunnels. Although a large number of drivers do not respect the signs, a certain group of drivers can be influenced by variable signs of limitations, and thus positive changes can be achieved in traffic flow which will result in increasing the traffic safety on the motorways. Thus, increasing the degree of respect for speed limits on the motorways directly affects the increase in the level of traffic safety. It is necessary to influence the group of drivers who do not respect the speed limits with other measures, including repressive ones.
The operational plan for the cyclotourism development of the Zagreb County as part of the project Route of the Zagreb County - Connection with the Republic of Slovenia and Neighboring Counties is a basic document for the development of cyclotourism in the Zagreb County. Its production was initiated by the Ministry of Tourism of the Republic of Croatia, because on the basis of pre-drafted planning documents it was determined that cyclotourism is a form of tourist activity with a big development perspective for in tourism terms the insufficiently developed areas of continental Croatia. The Operational Plan is based on the mandatory elements of the operational plans for cyclotourism development in continental counties of Croatia defined by the Ministry of Tourism and thus contains a Review on the Action Plan of the Cyclotourism Development of the Republic of Croatia from 2015 with a description of the achievements of the plan in the Zagreb County, an analysis of the existing cyclotourism situation, SWOT analysis, vision for future development, standards for the development of cyclotouristic infrastructure, and, as the most important part, a description of the measures and development projects at the operational level. Among them, the most important are infrastructure projects that include route planning and marking in the field the priority cycling routes that will be recognizable and attractive so that tourists should come and stay in the Zagreb County. The most important cycling routes, presented in cartographic form and in the form of GPX records, are the State Route D-2 'Sava' 'West-East', part of the future international EuroVelo Sava route, D-6 North-South route, D-5 towards the Northeast and Circle County route. As special measures related to the development of cyclotouristic infrastructure is proposed further development of local routes and facilities for mountain bikers, and among other recommendations the certification of accommodation and catering facilities for cyclotourism, the development of information and interpretative facilites and the education of certified cycling guides. In order to ensure the implementation of the Plan, it is proposed to set up an operational body responsible for the implementation of the planned measures, for which the project also contains an implementation plan with deadlines.
The methodology that allows predicting the occurrence of traffic accidents on the motorway was studied and defined in this paper. On the basis of this assessment the implementation of active measures for reducing the probability of their actual occurrence is included. The intensity of traffic does not give a simple correlation with the number and the type of accidents, that relationship is more complex. Previous studies have been applied to motorways with six and more traffic lanes, and no studies have been carried out for four-lane motorways (with the driving and overtaking lane on one carriageway). This paper presents a new model for such motorways, the model is based on measuring values of parameters of traffic flow and external factors that affect the traffic flow. The degree of crash potential was brought to correlation with the existing statistical data on traffic accidents on the test section and traffic flow data. This model is important for experts to produce algorithms that manage variable message signs on highways.

Izvorni znanstveni clanak Planiranje cestovne prometne infrastrukture je složen proces. Jedan od najvecih problema je određivanje projektnih elemenata cestovne infrastrukture (vrsta ceste i broj prometnih traka, poprecni profil i sl). Za potrebe dimenzioniranja prometnica koriste se parametri iz strane literature s vrijednostima koje su empirijskim metodama derivirane iz lokalnih podataka o prometnom toku (najcesce sjevernoamericki gradovi). Cilj ovog rada bio je istraživanje prometnih tokova radi izrade modela koji ce pružiti mogucnost egzaktnijeg opisa lokalnih karakteristika prometnih tokova na podrucju srednjoeuropskih gradova. Istraživanje osnovnih parametara prometnog toka sastojalo se od izbora lokacije cesta, vremena snimanja, snimanja prometa, analize video zapisa istatisticke analize i proracuna osnovnih parametara prometnog toka. Posebnost provedenog istraživanja sadržana je u nacinu prikupljanja i analizi podataka za svaki prometni trak (ili kolnik) radi uocavanja razlike u vrijednostima osnovnih parametara prometnih tokova. Istraživanje je obavljeno na razlicitim gradskim prometnicama i u razlicitim prometnim uvjetima te su dobiveni osnovni parametri prometnog toka. Pomocu tih parametara napravljeni su dijagrami odnosa brzine, gustoce i propusne moci i dobivene su kumulativne funkcije parametara prometnih tokova za cjelokupnu prometnu mrežu grada. Time je omoguceno da se izrade nove jednadžbe pomocu kojih je moguce teoretski odrediti kapacitet, brzinu i gustocu toka prometnice.Razvijena metoda kao i rezultat ovog znanstvenog istraživanja pouzdan je, koristan i primjenljiv alat za određivanje kriterija propusne moci ceste i proracun vrijednosti relevantnih koeficijenata mjerodavnih za dimenzioniranje poprecnog presjeka cesta u urbanim sredinama, ali i svih ostalih kategorija cesta.
