Fisheries are a strategic sector of the economy in the Republic of Croatia and an important driver of development, particularly in the Adriatic Croatia, with fishing cooperatives representing a significant business segment within it. A fishing cooperative is a specific type of cooperative whose primary activity is fishing, while the activities of its members include commercial fisheries, farming, and processing of fishery products, including their placement on the market. In accordance with specific regulations, fishing cooperatives in the Republic of Croatia must contribute to the ecologically sustainable exploitation and protection of marine biological resources and ecosystems, strengthen the competitiveness of producers in fisheries and aquaculture, improve market transparency by providing relevant information to consumers and ensuring product traceability, secure market stability through production planning and supplying consumers with quality and healthy food, improve skills, working conditions and occupational safety, encourage innovation aimed at the development of the blue economy, and foster both national and international cooperation. The aim of this study was to determine the financial performance and business stability of fishing cooperatives in the Republic of Croatia in the period from 2018-2023. A financial analysis was conducted on nine active fishing cooperatives over the analysed period. Financial performance was assessed using indicators of liquidity, activity, indebtedness, efficiency and profitability, while business stability was evaluated using the revised Altman Z-score model for privately held companies. The results of the financial analysis indicate relatively sound financial performance and business stability for the majority of fishing cooperatives throughout the analysed period.
Maritime communication systems are among the most important infrastructure of global maritime safety and security. They consist of very high frequency (VHF) radio, the Global Maritime Distress and Safety System (GMDSS), contemporary satellite nets, Automatic Identification System (AIS) networks, and the emerging VHF Data Exchange System (VDES). These systems are essential for distress signaling, navigational coordination, and vessel traffic management. As maritime operations are experiencing accelerated digitalisation, the safety and security dimensions of maritime communication systems have attracted substantial and growing scientific attention. This study presents a comprehensive literature review and bibliometric analysis of the safety and security of maritime communication systems. Guided by the PRISMA 2020 guidelines and Systematic Literature Review (SLR) methodology, a structured search was conducted across three major scientific databases: Scopus, Web of Science (WoS), and IEEE Xplore. Starting from a raw pool of 6648 records retrieved between 2000 and 2026, the dataset was reduced through successive filtering to a final body of 68 high-relevance publications. Bibliometric analysis reveals a significant upward publication trend from 2015 onwards, with a marked acceleration after 2019. Thematic analysis identifies seven principal research clusters: GMDSS modernisation, AIS safety and security, VDES and VHF next-generation systems, maritime cybersecurity, satellite communications, risk assessment frameworks, and emerging technologies, including artificial intelligence and autonomous vessel communications. The review identifies significant research gaps, including the absence of integrated cross-system risk frameworks, insufficient attention to human factors in cybersecurity, limited studies addressing emerging regulatory, legal governance components and a brief analysis of the maritime communications market. This study provides a structured foundation for future research and policy development in maritime communication security.
This study investigates the integration of a Logistics Service Center (LSC) within ACI Marina Simuni as a model for enhancing economic performance, operational efficiency, and environmental sustainability in nautical tourism ports. Specifically, the research provides an in-depth examination of how LSC implementation addresses service gaps, mitigates ecological impacts, and aligns effectively with Croatia's strategic objectives for sustainable tourism development. The research combines qualitative and quantitative methodologies. Data collection involves a detailed analysis of marina infrastructure, operational capacity, and environmental effects, complemented by projections of revenues and costs. Financial viability is assessed using the payback period, net present value (NPV), and internal rate of return (IRR) methods. Environmental assessments focus on antifouling systems and wastewater management. The LSC requires an investment of 1.17 million EUR over two years, with cumulative net cash flow turning positive in 2031 and reaching 642,388.11 EUR by 2035. Service revenues are projected to grow from 360,000 EUR in 2026 to 430,233 EUR in 2035. Positive NPV and an IRR of 9.94% confirm long-term profitability. From an environmental perspective, advanced cleaning systems and eco-friendly antifouling technologies reduce copper leaching and biofouling, while facility enhancements, such as a modular hangar and travel lift, improve service quality and operational efficiency. The integration of the LSC at ACI Marina Simuni demonstrates transformative potential in balancing economic growth with environmental stewardship. The project's financial viability, supported by positive NPV and IRR values, underscores its attractiveness to investors. On an environmental level, the adoption of advanced waste management practices and antifouling technologies aligns closely with EU sustainability standards, thereby safeguarding marine ecosystems. Strategically, the LSC enhances the marina's competitiveness, providing opportunity to position it as a leader in sustainable nautical tourism. The proposed integration model offers practical insights that can be scaled to other nautical ports, thus reinforcing Croatia's broader strategy for sustainable maritime development.
Pandemija COVID-19 pogodila je gospodarstvo svih država svijeta, ali s bitnim razlikama među državama. Razlog tome je strukturiranost gospodarstva država i korištenje znanosti, posebno strateškog upravljanja rizicima i kontrolinga. Državama u tranziciji, članicama EU-a kakva je i Republika Hrvatska, nedostaju makro-nacionalni sustav, viši stupanj znanja te strateško upravljanje rizicima i kontroling. Stoga se navodi da se radilo o nenadanom udaru na hrvatsko gospodarstvo koji je zaprijetio cijeloj nacionalnoj ekonomiji 2020. godine. Turizam, kao temelj hrvatske nacionalne ekonomije, osobito priobalnog dijela Hrvatske, bio je 2020. snažno pogođen, pri čemu su se očitovale razlike između sjevera i juga hrvatskog Jadrana. Pritom su se neke industrije jako dobro oduprle lošim poslovnim rezultatima 2020., dok su neke druge pokazale visoki stupanj osjetljivosti na snažne strateške rizike. U tom kontekstu nautički turizam, promatran kroz luke nautičkog turizma, osobito marine, čarter i krstarenja, doživio je velike gubitke u poslovanju, uz značajne razlike među županijama sjevera i juga Jadrana. Ovdje se postavlja pitanje otpornosti gradova i županija prema njihovoj veličini, pa je stoga važna analiza otpornosti Splita i Splitsko-dalmatinske županije, budući da je riječ o najvećoj županiji i najvećem gradu u hrvatskom priobalju.
The economic growth of nautical ports and tourism highly depends on natural resources such as water, energy and land in terms of availability, quality and ecological preservation. The expansion of nautical tourism industry worldwide is increasing the demand for these resources, leading to a considerable environmental footprint. Nautical ports are complex waterfront infrastructures that provide various services, amenities, and utilities. Thus, they consume substantial amounts of natural resources in order to perform their operations. The conventional economic model, "take-make-use-dispose", cannot sustain and enhance the nautical ports' business performance without causing adverse environmental impacts. Researchers and practitioners are developing diverse concepts and solutions, such as "decoupling", in order to balance the economic growth and ecological footprint. Decoupling implies that nautical ports can achieve economic growth while minimizing or reducing the usage of natural resources, such as water or energy, in their operations, while also minimizing the adverse environmental impacts. This paper investigates the relationship between economic performance and the use of natural resources in nautical port operations, including strategies to reduce the sector's environmental footprint. It analyzes economic performance using diverse financial and market indicators. It also investigates the usage of natural resources as vital items in port operations. The paper uses statistical data on the business performance of nautical ports in Croatia (2009-2022) to decouple economic growth and natural resource consumption. The results show that nautical ports implement diverse sustainability measures such as energyefficient technologies, water recycling systems, and waste management strategies in order to minimize adverse environmental impacts. Such measures enable nautical ports to effectively decouple their economic performance from using natural resources. Furthermore, the results show that nautical ports achieve a higher increase in financial results relative to resource usage. The paper proposes a decoupling framework that enables tracing and connecting green and sustainable strategies in the nautical sector so as to achieve "resource decoupling" and "impact decoupling", consequently leading to sustainable development. This study further deepens the understanding of sustainability and the challenges of balanced economic growth relative to environmental issues. It underscores the need to implement decoupling principles and integrate sustainable practices in the nautical ports and recreational boating industry.
The tasks given to management are becoming more demanding every day, requiring new knowledge and skills. Drucker's famous management by objectives has survived, but its essence is changing and adapting to new knowledge determined by the needs of management. In this context, the research question is how to activate management by objectives and how best to reach management by motivation and ultimately to achieve the managerial goal. In line with the problem, this research focuses on the controlling approach when building the steps that are necessary to achieve the results. At the same time, controlling, as a key function of management, together with planning, shapes the goals that the other two functions of leadership and directing lead towards organizing, thus completing the operation of the management functions. Deyhle developed the combination of controlling and planning, which includes target decision-making, into a management by ... system, which leads step by step to the goal. The methodological approach to this research and the explanation of the entire system, called the WEG system, includes various methods, among which the desk research method, which combines Drucker's and Deyhle's approach to management, stands out. The WEG system as a goal-oriented system, at least for Croatian management, is a new knowledge that is presented in this research in an easily applicable form. Through the presentation of the steps of the WEG system, planning together with directing and organizing lead from management by objectives to a result that represents the goals of management, which is also the expected result of this research.
Seaports play a crucial role in the transportation and logistics chain, and their development and optimization require significant investments in infrastructure, superstructure, human resources, and management. To ensure the efficiency and effectiveness of these investments, it is essential to implement a well-designed port management model. This model should be based on the criteria used to guide the selection process and ensure that the chosen model aligns with the needs and objectives of the port, stakeholders, and community. This study aims to determine the optimal criteria and management model for the regional seaports in the Republic of Croatia. Port management experts' opinions were obtained through a questionnaire, and data were analyzed using the AHP and fuzzy AHP methods. The results showed that the criterion of functionality is optimal for choosing the appropriate management model, while the most favorable management model is the coordinated decentralized model. The results obtained by both methods were the same. Different criteria and management models, with similarities and differences between the obtained results and the provisions of the National Development Plan of Ports Open to Public Transport of Regional and Local Significance, are discussed and highlighted.
