Zusammenfassung Debatten um gesellschaftliche Spaltung haben derzeit Konjunktur. Allerdings bleibt oft unscharf, was darunter verstanden wird. Somit fallen die Diagnosen zum Zustand der Gesellschaft unterschiedlich, bisweilen sogar gegensätzlich aus. Dieser Literaturüberblick systematisiert das Konzept „politische Polarisierung“ und trägt die bisherigen Befunde zusammen. Gerade mit Blick auf die USA ist die Forschung vielfältig, allerdings nur bedingt übertragbar auf Deutschland. In einem Dreischritt wird die Literatur nach den jeweils betrachteten Formen von Polarisierung geordnet, nach Ursachen von Polarisierung befragt, und schließlich die Folgen von Polarisierung für demokratische Gemeinwesen diskutiert.
ZusammenfassungDie Diskussion um politische Polarisierung in Deutschland bringt zahlreiche Diagnosen hervor, die oft auf empirisch sehr wackeligen Füßen stehen. Die Vermessung von Polarisierung mit repräsentativen Umfragen zeigt ein mäßiges Niveau der Polarisierung von Einstellungen, wobei sich in der Frage der Immigrationspolitik zwei gleich große Gruppen mit sehr konsequenten Einstellungen gegenüberstehen. In der Parteienlandschaft bilden die Anhängerschaften von AfD einerseits und Grüne sowie Linke andererseits die inhaltlichen Pole über verschiedene Themen hinweg. Parallel dazu gibt es eine gegenseitige Abneigung gegen die jeweiligen Parteien und tendenziell auch die Wählerschaften. Insbesondere AfD-Wähler werden verbreitet abgelehnt. Für eine Stabilisierung der Demokratie ist es entscheidend, die Eskalationsspirale zu durchbrechen. Dafür ist eine intensive Selbstbefragung erforderlich, ob harte Reaktionen tatsächlich Menschenwürde und Demokratie verteidigen oder sich emotional gegen unangenehme, aber dennoch demokratische Ansichten wenden.
The point of departure for the introduction is the question of how migration has been changing contemporary societies across the globe. Against this background, the introduction discusses basic data on the scale and scope of migration worldwide and systematizes the hitherto research on migration. The introduction proceeds in an interdisciplinary manner, as it draws upon literature from sociology, economy and political theory in highlighting the very different aspects of migration that are relevant all over the world. Some issues discussed include the right to exclude, drawing and controlling of borders as well as attitudes to migration. Based on that, the outline of the book and the contents of all chapters are briefly presented.
In times of crisis, the attribution of responsibility is at the core of public debates. Next to the question of blame, collective interpretations of who should impose remedies are contested. In the Eurozone crisis, Germany was an obvious addressee for this attribution of "treatment responsibility." After years of relative reluctance, Germany had occupied a new role as it strongly pressured for harsh austerity in Greece and other crisis-hit countries. This article explores the public attribution of treatment responsibility among Greek and German actors in the Eurozone crisis debate. Based on a systematic content analysis of German and Greek newspapers as well as Reuters news reports between 2009 to 2016, we find a surprising absence of German actors as attribution addressees in Greece. Despite Germany's dominant role in the Eurozone crisis, Greek actors stress the responsibility of their own government (and that of EU actors) to act upon the crisis. In the German debate, Greek addressees are one category among many in a strongly Europeanized debate.
Die Erforschung sozialer Bewegungen findet sowohl seitens der Soziologie als auch der Politikwissenschaft statt. Soziale Bewegungen sind „ein auf gewisse Dauer gestelltes und durch kollektive Identität abgestütztes Handlungssystem mobilisierter Netzwerke von Gruppen und Organisationen, welche sozialen Wandel mit Mitteln des Protests (...) herbeiführen, verhindern oder rückgängig machen wollen“ (Rucht 1994: 76 f.). Im Fokus der wissenschaftlichen Aufmerksamkeit stehen dabei solche Bewegungen, die politische Ziele verfolgen und in der Regel politische Institutionen adressieren. Europa und die Europäische Union (EU) sind auf drei, miteinander verwobene Weisen für die Bewegungsforschung relevant: Erstens ergeben sich aus der Politik der EU Union direkt oder indirekt Mobilisierungsthemen für soziale Bewegungen. Zweitens sind die EU und ihre Institutionen potenziell relevante Akteure für soziale Bewegungen. Für politisch orientierte Bewegungen können EUInstitutionen als Adressaten für Forderungen bedeutsam sein; die EU kommt aber auch als Allianzpartner für Bewegungen in Frage. Drittens gilt das Interesse einer Europäisierung sozialer Bewegungen selbst im Sinne einer europaweiten Kooperation und gemeinsamen Mobilisierung sozialer Bewegungen.
The Eurozone crisis has led to along and remarkable protest wave. Civil society raised its voice against the ever-harsher austerity measures implemented to deal with the crisis. The article focuses on the role of civil society and its potential to contribute new perspectives to the debate. Such acontribution would depend on two preconditions: 1.Civil society actors need to mobilize successfully to make their voices heard. 2.Civil society actors contribute aperspective that differs to the perspectives of actors from institutionalized politics. Both preconditions are analyzed empirically for two countries that are in very different situations in the crisis scenario: Greece and Germany. Greece has been hit most severely by the crisis; Germany is the most prominent country defining the crisis management, and it provides the largest share of credit guarantees for crisis countries. Social movement theory is used to explain the differing evolution of protests in the two countries. In the early phase of the crisis, the established landscape of political parties in both countries offered few opportunities for their citizens to vote in opposition to the crisis management, which is conducive to extra-parliamentary protest. Differences in deprivation, discursive opportunities and the resource basis of mobilization structures can explain differences in protest frequency but also to some extent the evolution of protest over time. Taking up Habermas' argument regarding the specific perspective of civil society actors in the public debate, we then analyze to which extent the arguments of civil society actors deviate from those of more institutionalized actors. Adiscursive actor attribution analysis unveils that civil society actors are more sensitive to social problems and grand systemic questions. Moreover, civil society actors are less hesitant to blame actors on the EU level and other EU Member States, even though their overall contribution to the crisis debate is rather marginal.
Zusammenfassung Populisten verstehen sich als die einzigen legitimen Vertreter des ‚wahren Volkswillens‘, den sie nach ihrer Interpretation mit imperativem Mandat umsetzen (Müller). Damit sind sie anti-pluralistisch und anti-demokratisch. Der Artikel diskutiert ausgehend von Kolbs Mechanismen für Bewegungserfolg die Aussichten von sozialen Bewegungen, die Demokratie gegen Populisten zu verteidigen. Dabei zeigt sich, wie eingeschränkt die Chancen sind. Eine Anwendung der Argumente auf Polen stützt die Einschätzung, wobei andere Entwicklungen nicht grundsätzlich ausgeschlossen sind.
