Geopolitical forecasting is the process of generating judgments of probability for a wide variety of future geopolitical events, such as political elections, international conflict, disease outbreaks, and macro-economic indicators. Governmental policy-makers, private organizations, and individuals use forecasting to aid their strategic decision-making. For example, a government agency may forecast the likelihood of a disease outbreak; business leaders may forecast how the market will respond if they launch a new product; individuals may employ forecasting to aid their decisions about what career to choose or how to invest for retirement. Recent research in geopolitical forecasting showed that instruction, practice, and peer interaction made a big difference in forecasting accuracy. In this chapter, we review relevant literature from the areas of decision-making, psychology, and human–machine interaction and suggest how findings from these areas could contribute to improvements in forecasters’ performance. We also present data and insights gained from our experience as competitors in a government-funded forecasting tournament.
The OntoNotes project has annotated a large corpus comprising various genres in three languages with syntax, predicate argument structure, word senses, named entities and within document coreference. An important goal of the project was to ensure that each layer of annotation had reasonably high inter-annotator agreement (\(\sim \)90%). The multiple layers of annotation were developed asynchronously across multiple annotation sites. In this case study, we focus on the mechanics of the annotation process rather than on the annotations themselves. We first describe the data representation challenges, and present the developed representation. We then discuss the requirements for managing the data logistics, and, finally, describe some particular challenges pertaining to specific annotation layers.
High accuracy for automated translation and information retrieval calls for linguistic annotations at various language levels. The plethora of informal internet content sparked the demand for porting state-of-art natural language processing (NLP) applications to new social media as well as diverse language adaptation. Effort launched by the BOLT (Broad Operational Language Translation) program at DARPA (Defense Advanced Research Projects Agency) successfully addressed the internet information with enhanced NLP systems. BOLT aims for automated translation and linguistic analysis for informal genres of text and speech in online and in-person communication. As a part of this program, the Linguistic Data Consortium (LDC) developed valuable linguistic resources in support of the training and evaluation of such new technologies. This paper focuses on methodologies, infrastructure, and procedure for developing linguistic annotation at various language levels, including Treebank (TB), word alignment (WA), PropBank (PB), and co-reference (CoRef). Inspired by the OntoNotes approach with adaptations to the tasks to reflect the goals and scope of the BOLT project, this effort has introduced more annotation types of informal and free-style genres in English, Chinese and Egyptian Arabic. The corpus produced is by far the largest multi-lingual, multi-level and multi-genre annotation corpus of informal text and speech.
OntoNotes Release 5.0 is the final release of the OntoNotes project, a collaborative effort between BBN Technologies, the University of Colorado, the University of Pennsylvania and the University of Southern Californias Information Sciences Institute. The goal of the project was to annotate a large corpus comprising various genres of text (news, conversational telephone speech, weblogs, usenet newsgroups, broadcast, talk shows) in three languages (English, Chinese, and Arabic) with structural information (syntax and predicate argument structure) and shallow semantics (word sense linked to an ontology and coreference). OntoNotes Release 5.0 contains the content of earlier releases – OntoNotes Release 1.0 LDC2007T21, OntoNotes Release 2.0 LDC2008T04, OntoNotes Release 3.0 LDC2009T24 and OntoNotes Release 4.0 LDC2011T03 – and adds source data from and/or additional annotations for, newswire (News), broadcast news (BN), broadcast conversation (BC), telephone conversation (Tele) and web data (Web) in English and Chinese and newswire data in Arabic. Also contained is English pivot text (Old Testament and New Testament text). This cumulative publication consists of 2.9 million words with counts shown in the table below. Its semantic representation includes word sense disambiguation for nouns and verbs, with some word senses connected to an ontology, and coreference. Data Documents describing the annotation guidelines and the routines for deriving various views of the data from the database are included in the documentation directory of this release. The annotation is provided both in separate text files for each annotation layer (Treebank, PropBank, word sense, etc.) and in the form of an integrated relational database (ontonotes-v5.0.sql.gz) with a Python API to provide convenient cross-layer access. It is a known issue that this release contains some non-validating XML files. The included tools, however, use a non-validating XML parser to parse the .xml files and load the appropriate values. Tools This release includes OntoNotes DB Tool v0.999 beta, the tool used to assemble the database from the original annotation files. It can be found in the directory tools/ontonotes-db-tool-v0.999b. This tool can be used to derive various views of the data from the database, and it provides an API that can implement new queries or views. Licensing information for the OntoNotes DB Tool package is included in its source directory.

Resources in this field have tended to be limited to noun phrase coreference, often on a restricted set of entities, such as ace entities. OntoNotes provides a large-scale corpus of general anaphoric coreference not restricted to noun phrases or to a specified set of entity types. OntoNotes also provides additional layers of integrated annotation, capturing additional shallow semantic structure. This paper briefly describes the OntoNotes annotation (coreference and other layers) and then describes the parameters of the shared task including the format, pre-processing information, and evaluation criteria, and presents and discusses the results achieved by the participating systems. Having a standard test set and evaluation parameters, all based on a new resource that provides multiple integrated annotation layers (parses, semantic roles, word senses, named entities and coreference) that could support joint models, should help to energize ongoing research in the task of entity and event coreference.

We report on empirical results in extreme extraction . It is extreme in that (1) from receipt of the ontology specifying the target concepts and relations, development is limited to one week and that (2) relatively little training data is assumed. We are able to surpass human recall and achieve an F1 of 0.51 on a question-answering task with less than 50 hours of effort using a hybrid approach that mixes active learning, bootstrapping, and limited (5 hours) manual rule writing. We compare the performance of three systems: extraction with handwritten rules, bootstrapped extraction, and a combination. We show that while the recall of the handwritten rules surpasses that of the learned system, the learned system is able to improve the overall recall and F1.
Recent work in statistical parsing of English has used lexicalized trees as a representation, and has exploited parameterizations that lead to probabilities directly associated with ependencies between pairs of words in the tree structure. Parsed corpora such as the Penn treebank have generally been sets of sentence/tree pairs: typically, hand-coded rules are used to assign head-words to each constituent in the tree, and the dependency structures are then implicit in the tree. In Czech we have dependency annotations, but no tree structures. For parsing Czech we considered a strategy of converting dependency structures in training data to lexicalized trees, then running the parsing algorithms originally developed for English. We describe the OntoNotes methodology and its result, a large multilingual richly-annotated corpus constructed at 90% interannotator agreement. An initial portion (300K words of English newswire and 250K words of Chinese newswire) will be made available to the community during 2007.
We report on experiments to measure the effect of speech recognition errors and automatic punctuation insertion errors on the performance of information extraction (entity and relation extraction). The outputs of several recognition systems with a range of word error rates (WER), along with punctuation insertion, were fed into a system that extracts entities and relations from the recognized text. Entity and relation value scores were measured as a function of WER and types of punctuation used. The results of the experiments showed that both entity and relation value scores degrade linearly with increasing WER, with a relative reduction in scores of about twice the WER. The information extraction modules require the inclusion of sentence boundaries, at a minimum; however, the experiments showed that the exact locations of these boundaries are not important for entity and relation extraction. In contrast, when comparing the effects of full punctuation to just automatic sentence boundary insertion, there was a loss in entity value scores of 13.5% and in relation value scores of 25%. Further, commas play a significantly greater role in entity and relation extraction than other types of punctuation.
Information extraction (IE) maps a language stream into database records that capture part of its meaning. Name, entity, and relation extraction are common subtasks, and an event extraction subtask has also been proposed. Various specific target sets have been defined, with results compared in government-sponsored evaluations, but defining 'meaning' for a broad spectrum of applications remains a challenge. Researchers are exploring a wide variety of learning techniques for these tasks. Initial tests have also been performed measuring IE performance on speech recognition output, but current work has only scratched the surface of this important area.
The objective of the ACE program is to develop technology to automatically infer from human language data the entities being mentioned, the relations among these entities that are directly expressed, and the events in which these entities participate. Data sources include audio and image data in addition to pure text, and Arabic and Chinese in addition to English. The effort involves defining the research tasks in detail, collecting and annotating data needed for training, development, and evaluation, and supporting the research with evaluation tools and research workshops. This program began with a pilot study in 1999. The next evaluation is scheduled for September 2004.
This paper addresses the problem of efficiently obtaining training data for a new entity type or relation. We describe a methodology for rapidly obtaining annotation by using seed examples and human feedback, and we show that this method allows annotation to be performed approximately 20 times faster than manual annotation alone, with small degradation in annotation accuracy.
Unlike earlier information extraction research programs, the new ACE (Automatic Content Extraction) program calls for entity extraction by identifying and linking all of the mentions of an entity in the source text, including names, descriptions, and pronouns. Coreference is therefore a key component. BBN has developed statistical co-reference models for this task, including one for pronoun co-reference that we describe here in some detail. In addition, ACE calls for extraction not just from clean text, but also from noisy speech and OCR input. Since speech recognizer output includes neither case nor punctuation, we have extended our statistical parser to perform sentence breaking integrated with parsing in a probabilistic model.
The FactBrowser demonstration illustrates automatic database update from live feeds based on information extraction from text and the ability to browse the resulting database for unexpected connections. The technology used has four interesting features:1. The demonstration employs a light architecture based on the Web; using an XML-based client-server architecture, the graphical user interface requires only Internet Explorer 5.0 or higher. No application code resides on the client.2. A permanent database grows based on cross-document entity tracking and accumulating facts.3. The database is updated daily based on automatic processing of documents distributed by the Foreign Broadcasting Information Service ( FBIS ). Document capture and database update are fully automatic, requiring no human intervention.4. The following key components: name finding, parsing, and pronoun resolution are all based on the trained, language-independent statistical modeling techniques. The strategic focus throughout the design of FactBrowser has been on producing high precision output so as to maintain quality in the data base.
Since 1995, a few statistical parsing algorithms have demonstrated a breakthrough in parsing accuracy, as measured against the UPenn TREEBANK as a gold standard. In this paper we report adapting a lexicalized, probabilistic context-free parser to information extraction and evaluate this new technique on MUC-7 template elements and template relations.
