The Scaled Agile Framework (SAFe) has gained significant traction in recent years as a strategy to mitigate the risks associated with traditional front-end planning, which often results in downstream development challenges. The adoption of SAFe is not common for Small- and Medium Enterprises (SMEs), as its implementation is often perceived as complex, time-consuming and resource-intensive. However, the application of SAFe can add value for SMEs as well, when adapted and scaled down for use in those organisations. This qualitative multiple case study was undertaken to deepen our understanding of the applicability of the seven core competencies of SAFe in business software implementation projects at SMEs in The Netherlands, as well as detecting challenges they face when adopting this framework. Data, collected via document analysis and semi-structured interviews with key project stakeholders, was analysed using flexible pattern matching and thematic analysis. Cross-case analysis identified key themes and relationships related to project success and challenges. The results reveal that SAFe uniquely offers support in dealing with resistance, stakeholder-focused agility boosting bottom-up innovation, and a continuous learning culture enabling organisations making strategically aligned decisions faster. Resource limitations in SMEs require careful consideration for successful SAFe implementation.
Organizations are increasingly confronted with the consequences of globalization, digitalization and disruptive (technological) developments. The constantly changing and dynamic social, economic, and political environment as well as the public opinion require public organizations to deliver effective and efficient services. These trends also apply to Dutch housing associations who are working together with suppliers in the process of property maintenance to increase quality and to reduce costs. Business Process Management (BPM) has the prospect of enhancing the performance of maintenance processes. Previous studies have confirmed a positive relationship between BPM-maturity and Process performance. However, in different contexts this relation is sometimes inconclusive. Especially, it is not yet clear which BPM-maturity dimensions add most value to performance within a specific environment. Therefore, in this research we focus on studying the influence of BPM-maturity on Process performance of maintenance processes at Dutch housing associations. Furthermore, we focus on intra- versus inter-organizational processes. The findings show that an increase in BPM-maturity leads to improved Process performance. This is specifically true within the inter-organizational context.
The shortage for ICT personal in the EU is large and expected to increase. The aim of this paper is to disseminates information from the ESSA alliances needs analysis. The needs analysis research was to contribute to a better understanding of the roles and competences needed, so that education curricula can be better aligned to evolving market demand,by answering the research question: Which competence gaps do we need to bridge in order to meet the future need for sufficiently qualified personnel in the EU Software sector? In this research, a mixed method approach was executed by ESSA-partners in twelve European countries, to map the current and future needs for competences in the EU. The analyses shows changes in demand regarding technical skills, e.g. low-code and a stronger focus on soft skills like communication and critical thinking. Besides this, the research showed educational institutes would do well to develop their curricula in a practical way by integration of real live cases and work together with organizations.
When organizations start to digitize, this often means that processes will be changed. The management paradigm that is centered on the continues review and improvement of organizational processes is Business Process Management (BPM). To digitize processes, an organization should have the right competences to deal with both technological and process changes. However, currently, it is not known which competences are needed by leaders to guide an organization with digital process transformation initiatives. Hence, this paper consists of an explorative study based on interviews with five experts to find out if and how the competences related to digital leadership can guide such initiatives. The experts are employees within five different organizations. The interviews showed some interesting results. First of all, several competences of digital leadership were mentioned by various experts. Many of these competences corresponded with each other. In the interviews, the following competences of digital leadership were mentioned most often: Collaboration, Self-direction, Lifelong learning, and Flexibility. Secondly, there are many approaches to gain insight into processes within organizations. The use of models is necessary to create added value, to help coordinate information provision between the processes and the people who work for the organization. One such approach is the use of Business Process Management Maturity models, which provide insight into the process maturity level of an organization. According to the respondents, there is a relationship between BPM maturity and digital leadership.
It has been noted that implementation climate is positively associated with implementation effectiveness. However, the recipe for a successful implementation of IS/IT systems still doesn’t exist. Specifically, it is unclear what a "good" implementation climate requires, what it should be, and to what extent the acceptance and success of the implementation of a new IS/IT system is affected. Despite success and opportunities for organizations that innovate with information systems (IS) and information technology (IT) in general there are also many failures of IS/IT implementations caused by both technical and non-technical problems. This study, based on the Klein-Sorra model of implementation effectiveness, shows that skills and innovation-values fit do significantly influence intention to use in the context of our questionnaire-based survey, the implementation of a new document management system (DMS) at the Dutch Police. Survey data was collected from 41 end-users. For practitioners, this research offers practices to be considered during implementation of a new system.
Purpose The importance of contextual factors is increasingly recognized in the field of business process management (BPM). The purpose of this paper is to investigate the relation between BPM maturity and process performance and the uncharted differences of two contextual factors (size and sector) in this relation. Design/methodology/approach An empirical investigation is presented based on a sample of 165 organizations. Using partial least square-multi group analysis (PLS-MGA) differences between size and sector are investigated. Findings Overall, information technology, resources and knowledge and process measurement are the most pivotal BPM maturity dimensions that contribute to a better organizational process performance. The results showed no differences between private and public organizations in the relation between BPM maturity dimensions and process performance. In contrast, product organizations benefit more than service organizations from continuous improvement of their processes. Moreover, utilizing IT technology is more beneficial for small organizations rather than large organizations. Originality/value There is a clear lack of empirical studies investigating the role of context. This research extends the limited body of literature that investigated contextual factors in the field of BPM. It is the first study to add size and sector in the posited multi-dimensional model of BPM maturity dimensions and process performance. The results provide guidance for scholars and practitioners that work on BPM practices in different contexts.
Today’s enterprises are confronted with an ever-changing environment demanding continuous (digital) transformation. Currently enterprise architects tend to guide these changes with so called 'one size fits all' architectural approaches. However, tuning such approaches to a variety of change situations is difficult. There is a call for a more flexible instrument among practitioners that is designed to be tailored to the context of a specific situation. Such fit for purpose enterprise architecture approaches have the potential to play a key role in the current times of digital transformation. In this paper we present the first steps towards a situational enterprise architecture approach that is based on differentiating between subsystems within organizations, by defining which characteristics of subsystems are relevant to determining the correct enterprise architecture approach.
Business information, held within information systems, is critical for most organizations. To protect these critical information assets, security controls should be deployed which might come as a hindrance for the end-users. The Information Security Policies (ISP) give direction to their behaviors. Organizations can focus on conditions likely to promote so-called motivational factors influencing the end-users intentions to perform the desired behavior of compliance to ISP in order to protect these information assets. In total, six motivational factors, applicable to intentions on compliance, are found during research and are measured within five organizational contexts. From the measurements and analysis is learned, that the degree to which these factors relate differs per factor and per context. Two of these factors were found to always relate in such degree to compliance intentions that even without measuring the degree for a particular organization, applying these factors can be very effective for any organization or context. The other four factors have shown to be effective within particular context(s) meaning measurement of the context is needed before utilizing these factors within an organization to optimize the effect of efforts.

Due to the increasing level of globalization competition between companies is growing. As a consequence, large companies need to enhance both their productivity and innovation simultaneously. Where business process management methods, such as BPM maturity models, are typically seen as a means to improve performance and productivity, their impact on innovation is unclear. Therefor the objective of this study is to determine what the relation is between business process management maturity and Innovation in large companies. A research model is developed based on existing theory on innovation adoption, innovation value chain and BPM maturity models. Subsequently a questionnaire is constructed to gather data at four large European organizations. Based on both a correlation and regression analysis of the data provided by 143 respondents a moderate relation between the overall Innovation construct and BPM maturity is shown. The proportion of variance in innovation that can be explained by BPM maturity amounts to 22,4%. This means that investing in BPM capabilities is not enough to increase the innovation capability of an organization.
from the article: Supply chain integration intensifies through digitalisation of business administration (BA) processes. However, it is unclear whether differences exist between the public and private sector in development or implementation of supply chain integration solutions. The large scope of the supply chain, being a large network of companies working together towards one end product, is limited for this study to e-procurement processes. The related software solutions are included. This study starts with a theoretical snapshot of e-procurement. This is followed by a process viewpoint of the e-procurement function. Next five different forms of e-procurement cooperation are presented seen from an actors network viewpoint. The utilisation of these forms create insight in the differences between the public and private sector in their e-procurement adoption behaviour. The process maturity scan results shows that the process maturity between the two sectors is comparable. However, this only explains the differences per sector concerning their ability to improve and control their processes in general. For reliability, this step is followed by three in-depth interviews combined with analyses of recent e-procurement behaviour studies involving the two sectors. The final step compares the maturity outcome with the in-depth data results. Both sectors show certain forms of coalition in the e-procurement. Where ‘competition’ is a construct that drives the private sector, the public sector has cost control as a driver towards collaboration and integration within e-procurement. This can only partially be explained by the past European financial crises. Differences are found in digital collaboration and the integration itself. The most important difference lies in the European tendering procedure to which the public sector (unlike the private) is restricted. In nature an e-procurement design and development project does not fit the prescribed procedures.
In order to continuously improve performance, organizations need to control their processes. To do this it is assumed that organizations need a high level of business process management maturity and employees need a high level of knowledge and experience in BPM. Proof of this assumption has not been found in the literature. Therefore, the objective of this study is to determine what the influence is, of knowledge and experience of BPM, on the dependence between BPM maturity and process performance. For this study a dataset of 469 respondents from Dutch organizations was collected over the period of 2010 till 2015. Analyses of the data shows that the scores of BPM Maturity and Process performance by respondents with extensive BPM knowledge and experience are significantly higher than by respondents with limited BPM knowledge and experience. However further analyses show that BPM knowledge and experience has no influence on the strength of the relation between BPM Maturity and Process Performance. Therefore, we can conclude that BPM knowledge has no intervening effect on the relationship between BPM Maturity and Process performance. Additionally, we found that the following dimensions of BPM maturity: Process Resources, Process Tools, Process Awareness, Process Improvement and Process Measurement are the main predictors of Process performance.
In the fast-changing world of IT, relevant competencies are getting more important as these determine how successful you can function in practice. As a consequence, organizations are introducing competency frameworks like the European e-Competence Framework (e-CF, 2014) in their IT departments. However, for many organizations it is unclear what good practices and pitfalls are when introducing such a framework. In this paper this topic is studied by analysing 13 interviews with IT- and HR-managers who are (or recently have been) involved in a transition towards the use of competencies with their IT-staff.

The use of IT within healthcare is increasing, but at a slow rate. In complex projects like the implementation of a telemedicine application within the context of physiotherapy processes where both practitioners and patients use the application, it is still unclear what factors should be taken into consideration for a successful adoption. Therefore, the research question for this study is: ‘what are the critical success factors for adopting a telemedicine application for primary physiotherapists and their patients within the Netherlands?’ A literature study is performed followed by a thematic analysis to determine the factors that are relevant for adoption of a telemedicine application. To validate these factors, two validation sessions with four experts on innovative business models for e-health applications were organised. Furthermore, child physiotherapists and parents of children under the age of five have ranked the success factors via a survey to establish which factors are critical. The results show that factors considering Security, Cross Platform and User Friendliness are the critical success factors for adopting a telemedicine application by Dutch primary physiotherapists and their clients.
from the article: Web-shop entrepreneurs generally overlook success factors during the expansion process of applying cross-border trade, resulting in failure or even high financial losses. The solution to this issue may be a decision supporting model, that supports SME web-shop entrepreneurs in their cross border decision-making. Thuiswinkel.org, the industry organisation for web-shops in The Netherlands, actively supports the cross-border information requirements of these entrepreneurs by supporting knowledge on the marketing factors that influence the cross-border decision. This research focusses on identifying a decision supporting model answering the question: How does the supply chain as factor relate to other decisive factors used by web-shop entrepreneurs in their cross-border trade-expansion decision? The model has been developed through three research steps: semi-unstructured interviews to find the first indication for decision factors, literature research to develop contours of a decision supporting model, and an online survey to test the initial model found. To determine a weight to the factors, the KANO-model is used from a customer satisfaction viewpoint. The conceptual model shows that ‘supply chain partner(s)’, is a necessary basic factor to consider during the cross-border trade-expansion decision. However, customer satisfaction as operational logistics service determines the success of the cross-border trade-expansion.
When developing IT systems it is important to know the requirements of the system. Requirements can be classified into different categories. In this study we look at functional and non-functional requirements. Respectively these describe the behaviour of the system (functional requirements) and the criteria under which the system works (the non-functional requirements). Furthermore this paper contributes to the understanding of the relation between the focus on non-functional requirements and the maturity of the requirements engineering process. The research question this paper addresses is: "How does the focus on non-functional requirements influence the maturity of the requirements engineering process?” The method of the International Requirements Engineering Board is used as the standard for the requirements engineering process. Based on this a questionnaire was developed to measure both the maturity of the requirement engineering process and whether non-functional requirements are taken into account or not. This questionnaire was then sent to a population of people with an IT function, like IT architects and developers. 69 people from different organizations participated in the survey; of this 65 responses were valid and used for the analysis. The results of the analysis show that there is a positive correlation between the focus on non-functional requirements and the maturity.
Medical treatments require a lot of knowledge and skills. To safeguard the quality of healthcare in general, Clinical Practice Guidelines (CPG) are written. Different studies show that the quality of healthcare improves by using CPGs. Based on the advancements in IT, a CPG could best be supported through the use of a Clinical Decision Support System (CDSS). In this paper, we seek to transform the use of several CPGs with regards to anti-clotting medicine and treatments through the utilization of a CDSS at the University Medical Centre Utrecht (UMCU) in the Netherlands. Data analysis shows that many of the included CPGs overlap and that the utilization of a CDSS for the determination of anti-clotting medicine and treatments could result in more effective and efficient decision making. Additionally, during the validation of the CDSS, we derived the attitude of the stakeholders towards the use of a CPG in a pilot study comprising a CDSS and identified several success factors that should be taken into account when designing, validating, and implementing CPGs into CDSS.
