Resumo A desigualdade salarial é entendida, pela economia ortodoxa, a partir de um indivíduo cujas ações, insuladas e perfeitamente racionais, são invariavelmente autointeressadas. As escolhas e características produtivas desse indivíduo, sob as forças de mercado, determinariam sua remuneração. Ainda que objeto de recorrentes críticas, a perspectiva neoclássica continua a ignorar fatores sociais, alheios a essas características e escolhas. Neste artigo, investigamos as origens e a consolidação desse entendimento: quando e de que modo a sociedade foi apartada da compreensão da desigualdade salarial? O ensaio revisita o pensamento de autores da escola clássica e de precursores da teoria neoclássica com o objetivo de compreender em que medida fatores sociais eram atribuídos à determinação de salários. Concluímos que a atomização da desigualdade, estranha a pensadores clássicos, permaneceu incipiente na economia ortodoxa até meados do século XX. Examinamos o processo que levou esse entendimento a tornar-se hegemônico e elencamos fatores responsáveis por sua consolidação.
This paper discusses the role of social conventions in the dynamics of wage inequality. More specifically, it argues that (a) the reconstruction of social conventions of equity helps to explain the “Great Leveling” of wage inequality (and its maintenance) in developed countries during the twentieth century and (b) the absence of this reconstruction can be associated with the relative inflexibility of Brazilian (and Latin American) inequality since the nineteenth century. This preliminary investigation is based on available estimates on national trajectories of wage inequality, as well as on analysis of changes in social conventions, especially regarding the wage structure. The first part explores the trajectory of labor income inequality in developed countries. It highlights the “Great Leveling” of the twentieth century. The second part investigates Latin American inequality in the long term, considering the absence of this leveling. The third part analyzes the nature of the great transformation promoted by the twentieth century. Based on studies that revisited or witnessed this transformation, we argue that it concerns not only the compression of capital and its income, but also the reconstruction of the wage structure through new social conventions. The main conclusion is that, among the explanations for the high and persistent Brazilian inequality, the absence of this reconstruction—which made developed countries less unequal during the last century—should be emphasized.
RESUMO Este ensaio analisa o paradoxo constitucional brasileiro, de combinar expansão de direitos sociais com tributação regressiva, remetendo-o ao momento constituinte de 1987. O que esse momento revela é que a atual configuração regressiva do sistema tributário brasileiro, cuja origem se encontra na “Constituição cidadã” de 1988, não decorreu da ausência de uma proposta tecnicamente consistente de tributação progressiva - o que não permite descartar a hipótese política: “gastos sociais, sim, mas tributação progressiva, não”.
This essay reviews the Brazilian Constitutional paradox, the combination of expansion of social rights cum regressive taxation, by tracing it back to the Constitutionmaking process. This process shows the regressive feature of the Brazilian tax system, which originates in the so-called 1988 Citizen Constitution, not to derive from the absence of a thorough, technically consistent, proposal of progressive taxation.
