This article addresses inequalities in elderly care from the perspective of family caregivers. By applying an intersectional perspective, we examine the interdependencies of, and interrelations between, the four structural categories of family caregivers’ socio-economic status, gender, ethnicity and employment status, as well as differences in their ability to cope with providing care. We have analysed 20 in-depth semi-structured interviews with family carers in Germany. A high socio-economic status alone did not prove to be sufficient for the good functioning of care arrangements, and ethnicity as a dividing line turned out to be of limited importance. The core result is a typology of five ‘types of coping with care’, three of them with ‘rather successful’ and two with ‘rather precarious’ coping strategies. The types differ in the way difference categories interact. Across all types, it became evident that self-care orientation, self-care action as well as self-determination and control are central for a ‘rather successful’ coping.
Dieser Beitrag bildet die Einführung in das Schwerpunktheft unter der Zielsetzung, die anderen Beiträge zu rahmen. Er gibt einen Überblick über den Forschungsstand und Forschungsdesiderate im Themenfeld der Vertretung sogenannter schwacher Interessen im Sozialstaat. Er charakterisiert die Vertretung schwacher Interessen als dynamischen Prozess, der von jüngeren Veränderungen in der politischen Arena des Sozialstaats abhängig ist. Auch der technologische Wandel durch Digitalisierung wird in seinen Folgen für die Vertretung schwacher Sozialstaatsinteressen in den Blick genommen. Die Autorinnen diagnostizieren einerseits eine gewisse – selektive – Stärkung in der Vertretung und Durchsetzungsfähigkeit klassischerweise als „schwach“ eingeordneter Interessen sowie Hinweise auf eine Aufwertung des Modus der „Selbstvertretung“, der neben „advokatorischer Vertretung“ und „Mitbestimmung qua (Wahl-)Amt“ an Bedeutung gewinnt. Andererseits zeigt der Beitrag aber auch eine bemerkenswerte Konstanz im Hinblick auf die politische Vernachlässigung von Interessen der „Schwächsten unter den Schwachen“ auf, nämlich von Arbeitslosen und armen Familien sowie ihrer Kinder, und geht möglichen Ursachen dafür nach.
Häusliche Pflege durch Angehörige stellt die Pflegenden vor viele Herausforderungen: finanzieller, emotionaler und zeitlicher Art. Für verschiedene Gruppen von Pflegenden unterscheiden sie sich jedoch in ihren Spezifika. Die Autor*innen des Texts interpretieren im Rahmen eines intersektionalen Ansatzes eine qualitative Studie zur Lage und den Bedürfnissen pflegender Männer.
Zusammenfassung Die Förderung sozialer Teilhabe im Alter stellt ein zentrales Element aktueller Seniorenpolitik dar, welche darauf abzielt, neben der pflegerischen Versorgung das Recht auf Teilhabe gemäß der UN-Behindertenrechtskonvention zu etablieren. Pflegebedürftige Menschen sollen nicht nur in der häuslichen Umgebung, sondern auch in einer stationären Altenhilfereinrichtung ein möglichst selbstbestimmtes Leben führen können. Damit werden Prozesse in der stationären Pflege relevant, bei denen Einrichtungen institutionelle Rahmenbedingungen und individuelle Bedürfnisse der Bewohner*innen in Einklang bringen müssen. Der folgende Beitrag stellt die Forschungsergebnisse einer umfassenden, empirischen Studie zur Förderung von selbstbestimmter Teilhabe in der stationären Altenpflege vor. Dabei hebt er die Bedeutung von Organisationsabläufen sowie der Kooperationen der verschiedenen Mitarbeitenden-Gruppen hervor. Abstract: Self-determined Participation in Geriatric Care Facilities: The Importance of Organizational Structures and the Participation-promoting Cooperation of the Professions Furthering social participation of elderly people is a central topic of current politics aiming to guarantee the provision of care as well as participation rights of older persons according to the UN Convention on the Rights of Persons with Disabilities. Not only at home, but also in nursing homes a life as self-determined as possible should be enabled. That is why processes in nursing homes come into focus where requirements of the institutional context and individual needs have to be reconciled. This contribution presents results of a large-scale empirical study on the issue of self-determined participation of elderly persons in nursery homes. It highlights the importance of organizational developments as well as the cooperation between professions.
Elderly residents of nursing homes do not only have the right to receive high-quality medical and nursing care, but also and explicitly to lead an autonomous life that enables them to partic-ipate in society. This right is not least stipulated in the UN Convention on the Rights of Persons with Disabilities. The application-based research project ‘Autonomous Participation in Residential Care Facilities for the Elderly’ analysed the prerequisites for realising elderly residents’ autonomous participation in their nursing homes. Within the framework of a sequential mixed methods study, the researchers conducted interviews with such residents, their relatives and care home staff, participatory observations in selected nursing homes and an online survey throughout North Rhine-Westphalia. As a result, they were able to identify factors which facilitate and restrict such participation from the perspectives of the residents, staff and the care home itself for the first time, and thus stipulate important requirements for the facilitation and implementation of participation within a framework model.
This article analyses the new market for live-in migrant care work in Germany and Austria, focusing on brokering agencies as intermediary actors. The analysis presents unique data on the field by combining an online survey of brokerage agencies with semi-structured qualitative expert interviews. We show that the sector is growing swiftly and dominated by small businesses in both countries but is quite diverse in terms of regional presence, corporate strategies and the relationship with established welfare organisations. Despite different legal settings, malpractices at the household level seem to be constitutive of the brokerage market in Germany as well as in Austria.
Zusammenfassung Inwiefern die Bewältigung von Pflegeaufgaben durch sorgende Angehörige geschlechtsspezifische Prägungen aufweist, ist in der jüngeren Forschungsdiskussion umstritten. Einerseits tragen Frauen noch immer die größte Verantwortung in diesem Bereich und nicht wenige Studien arbeiten geschlechtsspezifische Bewältigungsmuster heraus. Auf der anderen Seite gibt es auch Hinweise darauf, dass das Geschlecht weniger ausschlaggebend sein könnte als beispielsweise der Erwerbs- oder der sozio-ökonomische Status sorgender Angehöriger, etwa indem sich hochqualifizierte Männer und Frauen ähnlicher verhalten als unterschiedlich qualifizierte Frauen. Um diese Forschungsdiskussion zu befruchten, bedarf es eines intersektionalen Blicks auf die Bedarfe und das Bewältigungshandeln sorgender Angehöriger. Der Beitrag stellt Ergebnisse eines qualitativen Forschungsprojektes vor, in dem anhand von 20 ausgewählten Fallbeispielen die Wechselwirkungen der Kategorie Geschlecht mit anderen gesellschaftlichen Differenzkategorien herausgearbeitet wurden. Abstract: Needs and Coping of Caring Relatives: How Does Gender Relate to Other Categories of Difference? It is contested in recent research debates whether caring for an elderly relative is determined by gender-specific patterns. On the one hand, women still carry the main responsibility in this respect, and several studies have shown gender specificities in coping with care demands. On the other hand, there seem to be also signs that gender as a category of difference might be less decisive than other categories, like e.g. a person’s employment or socioeconomic status. This would make us expect for instance more similar patterns between highly qualified men and women than between women with different degrees of qualification. In order to foster this research debate, an intersectional perspective is necessary. In this article, we present results of a qualitative research project where 20 in-depth case analyses have been carried out, and the interplay of gender with other societal categories of difference has been elaborated.
