西吉县的广大群众跟世界同步进入了网络时代,"无人不网"、"无日不网"、"无处不网"等已成为最真切的现代生活写照.与此同时,网络空间治理也已经成为我们所面临的重大挑战.从受众主体看,网络文明建设成为满足人民群众日益增长的精神文化需求,也是净化社会环境、保护青少年健康成长的迫切需要.因此,网络文明建设已成为核心价值观践行的重要任务,时不我待,任重道远.现就如何用社会主义核心价值观引领网络文明建设谈点粗浅认识.

Taking Jeffcott rotor as a model,the dynamics research of rotor in the non-inertia system was carried out.It has been brought forward that within the non-inertia system the rotor should be analyzed by adopting some correlated theories that includes the gyro approximation principle and with the consideration on the influences of non-inertia force and gyro moment.Proceed from the motion differential equation of particle in the non-inertia reference-system this paper derived the equation function of motion component of rotor's disk center under the condition of considering the influences of the non-inertia force and the gyro moment.The eccentricity,initial bending and damping force of rotor had been considered as well during the course of model establishment.There exist certain benefits on further study of the rotor's dynamic characters in the non-inertia system.
