Fair and End-to-End QoS Controlled Internet

We demonstrate several hidden issues of the public Internet concerning the fairness of best effort applications, and the differentiated service (DiffServ) architecture recommended for quality of service (QoS) provisioning. Then, we present and demonstrate a solution to those issues by wrapping DiffServ with a QoS Rate Management Protocol (QoS RMP) comprising two components. One is an end-to-end signalling and probing protocol at the IP layer, and another is a rate policing at edge routers based on network-wide information delivered by the signalling and probing protocol. Our claims are substantiated by an implementation and several examples running in our network testbed.
