Notice of Retraction After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE's Publication Principles. We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper. The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org. It is an important manner realizing precise support to organize support power into unit modules. Against this background this paper studies how to design or build basic unit modules of maintenance support power. On the basis of giving definition of basic maintenance unit, this paper analyzes its operational process and builds mathematic models, and puts forward the design methods about sort and number of basic maintenance units and share resources. Solutions of two typical problems by using genetic algorithm nesting simulation and stepwise heuristic optimization algorithm are also provided. At last an example is given to validate feasibility and validity of method.
