•We developed an approach for horizon scanning water quality at a national scale.•The tool was co-constructed with practitioners from the regulatory body.•The approach develops transition matrices based on climate and land use drivers.•An application to a future scenario of climate and land use in Scotland is shown.•The participatory process in developing the tool contributed to its success.
