Transitioning Linked Data Accountable Systems To The Real World With Identity, Credential, And Access Management (Icam) Architectures

We have previously demonstrated a working prototype of an accountable system, a system that can reason with real information handling laws and policies over the sort of data transactions expected in the Information Sharing Environment, determine compliance or non-compliance, and provide detailed justifications for its decision. This capability allows our system to address three outstanding challenges for the federal community and its homeland security partners: extensibility, flexibility, and transparency. This paper describes the technical methods employed to achieve interoperability with the Identity Management Testbed and explains which methods are consistent with other approaches and which are uniquely necessary for interoperation. Furthermore, the paper describes additional capabilities that Linked Data participants could provide beyond those currently available in the ecosystem. This work supports the proposition that Linked Data should be formally included in the FICAM standards.
