Consensus modeling with cost chance constraint under uncertainty opinions.

•A group negotiation model with chance constrained programming of negotiation cost is proposed.•Utility priority coefficient is introduced to ensure the DMs’ satisfaction degree and causes budget range further.•The multiple uncertain preferences are presented, including utility function and normal distribution characteristic.•The model is illustrated with a numerical example based on China's Grains to Greens Program.
