It is highly prized as food and heavily exploited (professional and recreational fishery). In Portugal, fishery data are scarce and do not estimate the real pressure upon this resource. Management of this fishery in Portugal is a top-down system (management centralized by the National Administration) and there are specific regulations on this fishery, which are recent and differ along the Portuguese coast. In contrast, in Galicia and Asturias (Spain), a bottom-up approach is in practice as there is a co-management system in which fishermen and regional authorities participate in management and data gathering processes, and official and representative data about this fishery are available. From 2011 to 2013, the status of the fishery, management and conservation of this species was evaluated in three Portuguese regions: the marine reserve “Reserva Natural das Berlengas” (RNB); the natural park located in SW Portugal “Parque Natural do Sudoeste Alentejano e Costa Vicentina” (PNSACV); and the coast from Cabo Carvoeiro to Cabo Raso (Center). Different approaches (independent observations, inquiries to professional fishermen, logbooks) and sources of data (past and recent) were used. An overall negative tendency of the state of the fishery and conservation of this resource was observed in all regions, with the exception of a stable tendency detected in PNSACV when using the inquiries approach. Weak management was considered to be in practice at Center and at PNSACV, while an acceptable management was inferred for RNB. In 2014, recreational fishery regulations have changed in mainland Portugal and the bag limit for P.pollicipes collection has increased (two to four times depending on the region), as well as the number of potential harvesters. In fact, in the past, recreational harvesting of this species was only allowed in PNSACV for fishermen living or born in the park counties, while actually there are no such restrictions. Actually, in the SW coast of Portugal there is an overall perception of excessive exploitation of P. pollicipes and lack of surveillance. A change in the management system of P. pollicipes fishery in Portugal towards a co-management system has been discussed and recommended in several publications and debates, namely its implementation in pilot regions. However, to switch the paradigm, several problems and challenges remain present, and this will be discussed in this communication. P. pollicipes has several features that give this species a high potential interest for aquaculture (e.g. high commercial value; exploitation activity dangerous and dependent on sea conditions; a high market demand in certain periods, e.g. Christmas in Spain; state of the resource with a negative tendency in Portugal). However, well-succeeded cases of aquaculture of Pollicipes are unknown. Recently, promising results in the cultivation of P. pollicipes in captivity were made, but bottlenecks still exist. Additionally, there are ongoing experiments of cultivation of this species in a grow-out of juvenile system based on collection of juveniles in the natural habitat. These recent advances, problems and challenges will also be discussed.
