Adaptive coordinated traffic control for stochastic demand

•An adaptive coordinated signal control scheme under demand uncertainty is proposed.•A phase clearance reliability-based two-stage stochastic program is formulated.•Signal offsets are adaptively adjusted to address random residue queue.•Delay models explicitly consider the effects of residual queue and signal offset.•The control scheme makes effective use of signal offset to avoid long cycle lengths.•The performance of the proposal control scheme is promising.
