Analysis On The Total Emission Control System For Particulate Matter (Pm) From Automobiles In Japan And China

One of the main sources of China's urban ambient air particulate matter (PM) is automobiles' emission in recent years. Japan implemented the total emission control system for PM from automobiles for controlling PM emissions and improving air quality in 2002. This paper introduced that the summary of total emission control system for PM from automobiles in Japan, analyzing this policy has achieved implementation effects and discussing the different from China. The system covers several aspects such as restrict emission standards, control public vehicles and diesel emission, develop low-emission and clean energy vehicles, etc. The annual mean concentrations of both suspended particulate matter (SPM) and fine particulate matter (PM2.5) were continuously decreased for years. There are three similarities between China and Japan about controlling vehicle emission. But the influence of emission pollution from vehicles on the air environment is more and more serious with the increasing of total vehicle number in China. Japanese total emission control system is a good reference for China on special legislation and setting regional targets, prevention of pollution transfer, improving public transportation and encouraging the development of low-emission vehicles.
