Tech-economic Benefit Evaluation and Decision for Distribution Network Planning Based on Fuzzy Analysis Hierarchical Process

Investment benefit evaluation for the distribution network is the important basis for distribution network planning and reconstruction. This paper initial on a comprehensive benefit index framework for distribution network from extensive literature. This framework is constructed from two aspects of technical characteristics and economic benefit, so-called tech-economic benefits index framework. It is important for guiding precise investment to research a set of reasonable and comprehensive evaluation model for plan and reform investment of distribution network. Comparison of index results for different planning schemes are given, including (distribution generations) DGs, switches, feeder lines, etc. A comprehensive evaluation method is put forward to analysis the optimal scheme based on improved fuzzy hierarchical analysis method. And a correlative investment decision model is presented. The planning objective is to maximize the social benefits of the whole system. On the basis, comprehensive economic-benefit evaluation is verified and demonstrated by test cases, the optimal plan and the analysis is also implemented.
