•Set covering problem is embedded with fixed-radius coverage constraint without candidates of position.•A mixed-integer quadratically-constrained programming model is developed.•Branch-and-price and approximation algorithms are developed.•The proposed algorithms could solve the realistic-scaled problem efficiently.
