Reviewer #1: I read with interest the manuscript "Governance of health research funding agencies: an integrated conceptual framework and actionable functions of governance" and have some suggestions to give in order to improve it. Most of them relate to restructuring the current version of the manuscript. I would clarify since the beginning what funding agencies/organizations fall within the scope of this analysis. This should be made clear since the beginning and motivated exclusion and inclusion criteria should be listed in the methods section in order to understand who are exactly the institutions the framework we want to apply to. Answer: The clarification is now added to Section 2: About the governance of health research by funding institutions. The paragraph now starts with:
