•NESS was fabricated by chemical etching and annealing of stainless-steel mesh.•surface modification brought about phase change and metal layers generation.•NESS possessed superior activity for mineralization of organic compounds.•Oxygen vacancies can strengthen chemical bonding with PMS and provide active sites.•SO4•−, HO•, O2•− and 1O2 were the dominant reactive species in NESS/PMS system.
