•A government regulation required training for construction workers using fall protection equipment.•418,000 workers took the required training from 2015 to 2017 in Ontario, Canada.•Safe working-at-height work practices showed improvement in a longitudinal survey of trainees.•A quasi-experiment showed a pre-post decline in targeted injury claim incidence rate.
