As an important application of the Internet of Things, the Intelligent transportation system (ITS) has become a universally recognised effective method for solving modern traffic problems. The communication part of the ITS is the Vehicular Ad-hoc networks (VANET). The traditional wireless communication method based on single-hop transmission can not meet its requirements in terms of frequency and power. This article is based on the characteristics of vehicle self-organising networks, and studies the problems of large transmission delay delays and low success rates for communications from fixed facilities (generally traffic control centres) to mobile nodes (vehicles). This topic is based on the premise that there are some fixed node coverages in the actual system (fixed node construction in the network is always completed gradually and will be partially invalidated during use). The vehicle that can meet the destination node within the time limit requirement is found to be optimised. Relay nodes implement message delivery. The technical indicator of this topic is to determine the transmission delay under the transmission success rate (generally 90%), that is to further reduce the transmission delay under the system demand success rate.
