Combined Strategic Planning and Power Dispatch Optimization Framework to Simulate the Emergence of Small-Scale Residential Prosumers

The emergence of residential electricity prosumers depends on tariff policies, investment conditions, and environmental and operational conditions. The paper proposes a decision-support framework accounting for these factors and combining strategic and operational planning optimization models. The simulation result shows that changes in tariff policy, specifically increase of variable rates and fixed charges, may not only create a financial incentive for self-generation and self-consumption but may also push prosumers towards disconnecting from the grid.
