How Can We Systematically Improve The Engineering Process?

Various activities, methods, and tools have been proposed to improve engineering efficiency and effectiveness. However, their implementation often fails to yield the desired effects within an engineering organisation. This paper describes an approach to systematically assess engineering organisations and, on this basis, to identify means which are particularly suited to improve engineering within this organisation.
