Recently, with rapid globalization, human resources with English communication skills are required. When English is divided by skill, it becomes four of "reading", "listening", "writing" and "speaking." According to the Ministry of Education, Culture, Sports, Science, and Technology, students in Japan tend to have low skills of "speaking". To solve this problem, we developed an English learning support system as a web service. In the web service, the computer automatically reads the problem, recognizes the user's answer, and performs the scoring. We conducted a questionnaire to the user and made a judgment whether the web service is effective for practicing "speaking" English. The result was that 90% answered that there was a learning effect.
