Modularity maximization to design contiguous policy zones for pandemic response

•Develop a modularity-based model to create coordination zones for pandemic response.•The natural movement of people is used to identify coordination communities.•The model guarantees physical contiguity of jurisdictions in detected communities.•A heuristic and a column-generation algorithm are presented to solve the problem.•Our approach can create communities for better coordination of pandemic policies.
