A Critical Approach to Understanding and Assessing Developmental Partnership in the Context International Development Cooperation

연구목적: 본 연구는 개발 프로젝트의 성립과 실행과정을 중심으로 파트너십을 분석하여, 개발 파트너십에 대한 심층적 이해와 분석을 위한 개념틀을 개발하는데 기여하는 것을 목적으로 한다. 연구의 중요성: 본 연구는 다양한 개발협력 파트너십의 발전과정 분석을 통해 규범과 원칙을 발견해 내고 형성과 평가과정을 투입(input), 진행(throughput), 산출(output)의 3단 계로 구분하여 8개의 유형을 제시했다는 점에 있어 독창성이 있다. 연구방법론: 파트너십 분석에 있어 새로운 분석 프레임워크를 구축하기 위해 체계적인 문헌분석 방법론을 통해 전형적 파트너십의 개념과 이론적 측면을 분석하였다. 연구결과: 개발파트너십 평가틀(framework)을 투입(input), 과정(throughput), 산출(output) 의 단계별로 구분하여 각각의 이해와 평가를 위한 방법론과 지표를 제시하여 포괄적 개발파트너십의 다양한 유형을 제시하였다. 결론 및 시사점: 첫째, 개발 파트너십을 구성하는 핵심 요소, 그리고 개발 파트너십의 수립과 관리에 대해 이 요소들이 가지는 함의를 설명한다. 둘째, 파트너십의 다양한 측면과 파트너십 수립과 이행의 다양한 단계에서 발생하는 개발성과를 측정할 수 있는 지표를 제시한다.Objectives: This paper aims at developing a conceptual and analytical framework for in-depth understanding and analyzing development partnership by unpacking partnership arrangement, particularly its establishment and implementation in the context of development project design and implementation. Originality: Identifying fundamental norms and principles of development partnership through the review of the evolutionary process of concurrent development partnerships, this paper has suggested a typology based on a three-stage approach which enables assessing the performance of development partnerships comprehensively. Methods: To establish a new analytical framework of development partnership, this paper has undertaken the analysis of the conceptual and theoretical aspects of ideal-typical partnership with a systematic literature review. Results: This study has identified key variables to assess the performance of development partnership at different stages of partnership process. Employing these variables, the study has suggested a typology of development partnerships. Conclusions and Implications: Explaining key elements constituting development partnership, and implications of those elements for policies to establish and manage the developmental partnership, the study has suggested variables and indicators of the performance of development partnership in different aspects and stages of partnership process
