Transparência governamental em capitais dos estados no Brasil nas contratações emergenciais para o combate da Covid-19

The main objective of this article was evaluate the build of transparency of information on emergency contracts aimed at combating Covid-19 in Brazilian capitals and its relationship with the advance of the pandemic in their local contexts, based on the three rankings elaborated and disclosed by Transparency International Brazil (TIB) and data from the municipal health secretariats. An exploratory-descriptive and qualitative-quantitative study was carried out on multiple cases. The data show that the transparency indicators in emergency contracts showed significant improvement over the three surveys considered; that the progress in fulfilling one dimension was unrelated to the other dimensions, except social control and format, and between social control and legislation; and that the efforts of governments to implement resources to promote transparency were not motivated by the greater or lesser advance of contagion and deaths by Covid-19.
