•Development is described as a trajectory in a two–dimension space of volition and representation.•A process–oriented framework is proposed to measure the performance and success of megaprojects’ development phase.•Quantitative indicators are proposed to characterize development performance and success.•Mixed methods are applied to analyze empirical data derived from case studies of three infrastructure megaprojects.
