Impact of Pension Reform on Socio-Economic Processes in the Russian Arctic (Case Study of the Murmansk Region)

The article considers socio-economic processes in the Russian Arctic by the example of the Murmansk Oblast in the context of the implementation of pension reform. The research methodology includes extrapolative forecasting and the results of surveys of the population of the Murmansk region on a representative sample. The following results were obtained: theoretical and methodological ideas about pension policy in the world and in the Russian Federation were summarized; forecast estimates of the impact of increasing the retirement age on the number of working-age population in Russia and the Murmansk Oblast were provided; sentiments of the Murmansk Oblast population in the context of pension reform were clarified. The hypothesis that the specifics of socio-economic space in the Russian Arctic determines the reaction to the pension changes, which differs from the general Russian reaction, has been confirmed. It has been established that the pension reform has a positive impact on the working-age population in the Murmansk Oblast, but it increases the risks of migration outflow of the population.
