•The adsorption of H* and OH* on Ni/TMNs can be inter-regulated at the interface.•The HOR on Ni/TMNs occurs via the Tafel and H* + OH* reaction mechanism.•The Ni/δ1-MoN catalyst shows the excellent electrochemical HOR activity.
