•A joint node selection and power allocation (JSPA) strategy for multitarget tracking and resource consumption in a radar network with bilateral packet losses is proposed.•A bi-objective optimization problem considering multi-target tracking performance and node reduction performance is formulated.•The deterministic lower bound of the expected error covariance (DLBEEC) considering the effect of the bilateral packet losses is derived to quantify the tracking performance.•A sparsity-enhancing sequential convex programming-based (SE-SCP) algorithm is presented to solve the two-variable nonconvex JSPA problem.
