•Mn was homogeneously distributed on RuO2 nanosheets by a facile synthesis.•Mn/RuO2 exhibits excellent OER activity and stability in acidic electrolytes.•Large specific surface area of 2D nanosheets exposes more active sites.•The intervention of Mn modulates the electronic structure and enhances the activity.
