Phoenix: Democratizing ChatGPT across Languages

This paper introduces our efforts to democratize ChatGPT across Languages.The trained large language model, named ‘Phoenix’, achieves comparable performance in open-source English end Chinese models, while it achieves excellent performance in low-resource languages. We believe this work will be beneficial to democratize ChatGPT, especially in countries that do not use Latin languages.
