A CBR Model for Analyzing the Social-Capital Side Profitability of PPP Project

The public-private partnership (PPP) operational mode had gained great popularity in recent years. However, the social capital side, one of the most indispensable participators, had sometimes been in an unfavorable position. So, it's necessary to carry out an adequate evaluation so as to guarantee profit. This study proposed a CBR (case-based-reasoning) based approach to predict the profitability of PPP project. At the very beginning, literature review method was adopted to extract the critical features, and a case representation model was established. Then, the case retrieval model was established by utilizing grey relational analysis algorithm. A case project, Changsha Airport City project, was employed to verify the effectiveness of the model. The results revealed the model can achieve 82.6% comprehensive prediction accuracy, which provides a comparatively accurate result for profitability prediction. The results could provide social-capital side investors for a reference during decision-making stage.
