Prioritizing Urban Sustainability Practices Through Comprehensive Quality Assessment and Scenario Planning

This research aims at presenting a practical framework for facilitating the identification of development priorities in metropolises. To do so, the CASBEE-city model was applied for a comprehensive quality assessment of the case study, Tehran Metropolis, which covers the environmental, social, and economic aspects and the pollution load. According to the model, Tehran City’s quality is ranked B − or poor. To anticipate the future status of the city, the indicators with the lowest scores were selected and their probable conditions were scored in a Cross Impact Matrix. Considering the existing upstream document for Tehran Development, the most probable scenario for future quality was selected, according to which development measures based on their importance and achievability in the mid-term were prioritized. The results show mitigating the pollution load and improving the social services are among the top priorities in Tehran City, which can favourably affect the city’s status regarding comprehensive quality and sustainable development goals.
