•Oxygen vacancy-rich CeOx-Bi2O2CO3 were prepared by a two-step process.•CeOx-Bi2O2CO3 achieves satisfactory electrochemical performance.•The introduction of oxygen vacancies optimizes the overall electronic structure.•ATR-SEIRAS and DFT identifies the electrocatalytic reaction mechanism.
