•KMnO4 significantly promoted VOCs degradation in UV/PDS/KMnO4.•In-situ formed MnOx was an excellent catalyst to enhance the oxidation performance.•Multiple ROS was produced in UV/PDS/KMnO4, such as SO4−, HO, O2− and 1O2.•Three oxidation stages with different roles of ROS were observed in UV/PDS/KMnO4.
