PaRIT: A Planning Support System to Cope with a Network of Plans and Regulations

Actors in urban development use and respond to many plans made by organizations, both public and private, at different times with different purposes and scopes. Coping with such networks of information and constraints presents an opportunity to advance development of planning support systems (PSS). The Plans and Regulations Information Tool (PaRIT) is a computing interface that enables spatial queries to identify and access plans and regulations. We illustrate the capabilities of PaRIT in applications to a light rail project in Maryland. Choices made in developing PaRIT demonstrate a feasible approach to accessing a network of plans and highlight opportunities for advances in PSS. Los actores en el desarrollo urbano utilizan y responden a muchos planes elaborados por organizaciones, tanto publicas como privadas, en diferentes momentos con diferentes propositos y alcances. Afrontar tales redes de informacion y restricciones presenta una oportunidad para avanzar en el desarrollo de sistemas de apoyo para la planificacion (PSS). La Herramienta de Informacion sobre Planes y Regulaciones (PaRIT) es una interfaz informatica que permite consultas espaciales para identificar y acceder a planes y regulaciones. Ilustramos las capacidades de PaRIT en aplicaciones para un proyecto de tren ligero en Maryland. Las elecciones realizadas en el desarrollo de PaRIT demuestran un enfoque viable para acceder a una red de planes y destacan oportunidades para avances en PSS.
