Research on the Innovative Development of New Materials Science and Technology in China

At present, the scale of new material industry in China accounts for about 30% of all in the world. However, the ability of original innovation is not strong enough, the industrial foundation is weak, and the technology transformation ability needs to be improved, resulting in a large gap in technological competitiveness of new materials between China and the United States, Japan and Europe. Although Chinese scientists have made many achievements in the field of material science, they have yet to make any epoch-making contributions in terms of breakthroughs for important materials. In the process of industrialization, there is a lack of systematic and sustainable investment in material research and development. Effective measures should be taken to concentrate on advantageous resources and promote the rapid improvement of China's technological innovation capacity of new materials. Firstly, the technology innovation platforms should be built and improved. Facing the big scientific tasks in the future, the construction of national laboratory for materials should be accelerated. The orientation and research direction of the national key laboratories should be adjusted. The comprehensive scientific and technological facilities for life-cycle characterization and evaluation should be built. Secondly, the technical foundation of new material should be consolidated. In terms of material foundation, common fields, cross-cutting and forward-looking fields, as well as cuttingedge new material fields, it is necessary to take universities and research institutions as the main body to strengthen the continuous and stable investment of government funds and resources. In the basic industrial fields the leading enterprises should act as the main role. Thirdly, the innovation of system mechanism and R&D mode, such as the research evaluation mechanism, the transformation and application of achievements, the operation mode of project management should be reformed. Finally, talent training and international exchange and cooperation should be strengthened.
