Observability-Aware Resilient PMU Networking

The essential role of the phasor measurement unit (PMU) network is to keep power grid observable to system operators in normal and component failure conditions. In this paper, an observability-aware PMU networking framework is proposed for enabling fast and resilient data transfer from the PMUs to phasor data concentrators (PDCs) to support real-time power grid monitoring needs. The proposed algorithm analyzes the interdependent roles of PMUs in observing buses determined by the power grid topology and integrate them into a resilient data routing scheme over the communication network topology. By exploiting the multi-domain information, the proposed routing framework minimizes the end-to-end delay in the network while keeping the observability of power grid resilient against user-defined PMU and communication failure scenarios. Simulation results validate the proposed algorithm's superiority over general resilient routing algorithms that are agnostic to the domain knowledge of power grid observability.
