
The Academy of Sciences of the Soviet Union was the highest scientific institution of the Soviet Union from 1925 to 1991, uniting the country's leading scientists, subordinated directly to the Council of Ministers of the Soviet Union (until 1946 – to the Council of People's Commissars of the Soviet Union).In 1991, by the decree of the President of the Russian Soviet Federative Socialist Republic, the Russian Academy of Sciences was established on the basis of the Academy of Sciences of the Soviet Union.
This article analyzes the practice of inflation targeting in the Russian Federation, the world and in some countries (using the example of the republics of Central Asia – Kazakhstan, Uzbekistan, Tajikistan and Kyrgyzstan) in terms of the theoretical validity of this method and compliance with the criteria of economic growth in these countries and the standard of living of the population. A comprehensive study of inflation targeting by increasing credit rates was conducted: comparative, theoretical and mathematical, which showed that an increase in the key rate makes loans difficult to access and leads to an increase in production costs. As a result of the tightening of monetary policy, the set goals were not achieved, inflation did not decrease, but grew, while the cooling of the economy led to its deceleration. Based on the conducted research, it is also concluded that inflation targeting in developed and developing countries has different results.
Several types of oligoesteracrylates are synthesized and the crosslinked polymers obtained from these oligomers subjected to thermal decomposition. A detailed study of thermodynamics and kinetics of degradation of these network polymers is presented.
Generalized Chebyshev economization (GCE) procedure has been developed with respect to expansions of the exterior gravitational potentials of solid bodies in terms of spherical functions. It allows either to contract a partial sum of the series, without increasing the uniform error of truncation, or reduce the uniform error, provided that the number of terms in the approximating polynomial is fixed. The suggested method extends the earlier elaborated Chebyshev economization (CE) procedure in several directions. While CE method corresponds only to the Earth’s potential case, with a specific law of decreasing the harmonic coefficients (empirical Kaula’s rule), GCE procedure is applicable for the potential of any solid body having arbitrary law of diminishing the coefficients. Besides, it allows to reinforce the effect of economization by means of double and multiple economization procedures. The generalized method permits also to perform further economization by passing from the global domain of approximation (surface of a reference sphere) to a regional one. It is applicable, as well, to the derivatives of potentials.
