1Catalytic Activity of Multi-Boron-Doped Graphene from First Principles
    Rita Maji, Joydev De

Metal-free electrodes are essential to promote electrochemical reactions, the core of sustainable energy resources. In search of better carbon-based electrode materials, we have explored several spatial arrangements of boron (B) within proximity in the graphene lattice, as evident in recent experimental observations. Multi-boron substitution enriches sites by tuning electronic structure and strengthens binding of key intermediates of oxygen reduction, oxygen evolution, and hydrogen evolution reactions facilitating electrocatalytic performance. Our optimal B-doped site shows near thermo-neutral H adsorption (Delta GH*similar to +/- 0.4eV), consistent with experiments. The overpotentials are highly sensitive to the dopant motifs and the spread among configurations shows that experimentally accessible multi-B doping can serve as a practical active site engineering knob to achieve optimized multi-functional performance. In parallel, we find that specific multi-B configurations selectively capture and pre-activate NOx (NO/NO2) under ambient conditions while retaining weak affinity for NH3. These sites also interact with SO2 and related hazardous species, enabling selective air filtration and targeted NOx control within the electrocatalytic scope of this study.

2A Heuristic to Solve the TSPs Using Multiple Perturbation Techniques: an Application to Emergency Medical Service
    Prasanta Dutta,Indadul Khan,Krishnendu Basuli,Manas Kumar Maiti

In this study a model for emergency medical services(EMS) in a smart city is proposed to enhance the EMS efficiency by coordinating IoT, Bluetooth technology, geographic information system (GIS), and the scheduling strategy of traveling salesman problem (TSP). The system collects real-time patient data from IoT-enabled medical devices attached with the beneficiaries and uses GIS to optimize the schedule dynamically for the emergency vehicle. The system dynamically collects and analyzes data on patient’s vitals to identify the houses needing medical assistance and the nature of assistance. Then medical assistance team is sent by selecting shortest route through the selected houses to provide medical assistance. Traffic congestion in the route is monitored using GIS facility and the selected route is modified accordingly. Route selection through the selected locations (houses) can be treated as a TSP, where distance between any two locations can be found from GIS. Hence, an efficient and consistent algorithm for the TSPs is suggested and is used to develop a smart EMS with the help of IoT and GIS. in the algorithm, at first a procedure is used to generate a set of potential solutions(Hamiltonian paths through the target houses). Then, another procedure is used to explore the search space properly with the help of some predefined perturbation rules. If a selected rule (randomly selected) for the perturbation of a solution fails to improve the same then K-opt is used for possible enhancement. Another procedure is used for the regeneration of the stagnant solutions to overcome any local optima. The second and third procedures are repeated iteratively for searching the best schedule. The testing of the approach is done using different test instances from the TSPLIB and its efficiency and accuracy for considerably large size TSPs is well established. Using this heuristic, a case study in an urban setting is done to demonstrate the effectiveness of the EMS. The integration of IoT, GIS, and the proposed heuristic for the TSPs not only reduces response time but also enhances overall EMS efficiency, suggesting a promising solution for urban health-care systems aiming to improve emergency response and public health outcomes.

4What Should Be the Best Retail Strategy to Deal with an Unequal Shipment from an Unreliable Manufacturer?
    Soumya Kanti Hota,Biswajit Sarkar,Santanu Kumar Ghosh,Naoufel Cheikhrouhou,Gerardo Trevino-Garza

Unreliability of the manufacturer is a challenging issue for a retailer in order to provide service to consumers and meet the market demand. Due to the unreliability of the manufacturer, the lead time increases, causing shortages. In turn, the retailer faces huge shortages and losses. The lead time can be minimized by reducing the flow time during work-in-process. To reduce the holding cost of the retailer under an increasing demand, the single-setup-multi-unequal-increasing-delivery is introduced by the unreliable manufacturer. But delivered products to the retailer variable demand are lower in volume than the ordered products. Due to the variable demand that is selling price and service dependent, the number of shipments during transportation increases for the single-setup-multi-unequal-increasing-delivery policy. The main goal of this research is to manage unequal shipments from the unreliable manufacturer for gaining more profit. The stochastic optimization approach is considered for the analytical solution. The quasi-closed-form solution is determined for the decision variables of the model. The study is illustrated both numerically and graphically. Results prove that the retailer can still control the profit if the manufacturer can reduce the flow time of the production and maintain a perfect retailing strategy. The research shows that the single-setup-multi-unequal-increasing-delivery policy is 1.14% more profitable than the single-setup-multi-delivery policy, and 8.53% more profitable than the single-setup-single-delivery policy.

5Fictionalizing Science, Scientification of Fiction: A Study of Rudyard Kipling's Stories - "with the Night Mail" and "as Easy As A.B.C."
    Beetoshok Singha

In the few stories of science fiction penned by Rudyard Kipling the author left the impression of a rare imaginative mind that was able to transcend the assumed notion of White superiority in visualizing a future world free of racial and ideological prejudice. In doing so, Kipling makes his works of science fiction uphold his social and moral concern and champion the betterment of humanity. However, this utopia of a distant future, when mankind will be able to live with full political and economic freedom and with the minimum interference of the state in their personal lives, is far from without its share of difficulties. The readers need to penetrate the long and often tiresome digressions on future aviation industry and aircrafts in order to get a glimpse of the author's vision of the upcoming world where war, religion and ideological extremism would become historical anecdotes. The people of this world, with highly individualistic mindset and professional skill, foil an attempt to bring back the old days of corruption, fear and uncertainty by the regressive elements of the society who veiled their design in the name of restoring the system of representative government. The present paper offers an alternative reading of Kipling who appears as an iconoclast and steadily breaks the heroic qualities of the White man and nation he cherished so dear and gives impetus to the attributes he held detrimental to the supremacy of the White nations: preaching against warfare, encouraging privacy in personal sphere followed by isolated and insular existence in national and international arena, allowing other nationals especially the citizens of the imperial rivals to be members of the utopian White nation that Kipling idealizes.
