1Research on Optimization of Multimodal Fusion Strategy in Public Library Based on Glossary
    Zhang Ning

[Purpose/Significance]Facing the complex challenges posed by traditional multimodal technology fusion model algorithms, this paper attempts to propose an interactive multimodal attention regulation strategy based on an editable glossary in the context of multimodal technology fusion in public libraries. The strategy aims to meet the control needs of staffs regarding the content they focu on the model and provides them with an intuitive operation method.[Method/Process]An interactive multimodal attention regulation strategy based on an editable glossary was constructed through four steps:data preprocessing, feature extraction and visualization, attention regulation, feature fusion and training. On the basis of constructing an editable glossary, combining deep learning frameworks and attention mechanisms,a multimodal fusion model is trained to achieve significant enhancement of multimodal fusion. Two sets of ablation experiments were conducted to deeply explore the key role of this strategy in the image-text fusion task of public libraries.[Result/Conclusion]The innovation of this strategy is significantly reflected in the editability and intuitiveness. It improves the interpretability and ease of use of multimodal fusion, and boosts the performance of the image-text fusion task in public libraries.Additionally,it facilitates staffs to modify the attention allocation strategy in the multimodal learning system.

3An Analysis of the Policy Agenda Setting Of"open Science"Entering into Law in China:From the Perspective of Multiple Streams Theory
    YE Yuming, ZHAO Yan

[Purpose/Significance]In order to promote the healthy and orderly development of open science, governments, academia and industry in many countries have agreed that policy should play a role in guiding, supporting and regulating open science.A systematic study on the issue of why open science can be entered the policy field,is of a great significance for revealing the evolutionary logic of open science policy formulation, distinguishing the values pursued by open science policies, and providing theoretical support for the promotion of special open science policies and the sustainable development of open science.[Method/Process]Considering the multiple streams theory and combination with the specific problem thresholds of open science in China, this paper proposes an analytical framework for setting the policy agenda for open science, namely that:1)the actual requirements for the development of science, technology, and the economy, adverse feedback on the current policies and public health emergencies constitute the problem stream.2)existing policies and recommendations of experts and scholars constitute the policy stream.3)the political ideas held by the leadership group and the national emotions represented by the researchers and ordinary people constitute the political stream. On this basis,by analyzing the formulation of relevant policies, the practical progress and research status of open science in China, this article clarifies the reasons why"open science"has become the content regulated by the Science and Technology Progress Law of the People's Republic of China.[Results/Conclusions]This paper believes that:1)In terms of the problem stream, the achievements of China's national science and technology innovation system construction have provided a large amount of human resources, knowledge resources and infrastructure resources for promoting open science, laying a solid foundation for the development of open science. However,China's requirements for openness and sharing in science and technology are scattered in different policy documents, making it difficult to form a policy synergy to jointly promote the vigorous development of open science.Given the impact of the COVID-19 pandemic on academic communication and research paradigms,it is necessary to shift the focus of open science policy from a social problem to a policy issue.2)In terms of the policy stream, many policies formulated and implemented by the Chinese government, research funding agencies and scientific research and education institutions involve the relevant content of open science, which provide important support for the entry of open science into law.3)In the terms of the political stream, the Party and government in China have paid close attention to the issue of open science, treating it as an important topic for national scientific and technological innovation. This has been intertwined with the call from the general public for open science, which has made it a leading force in bringing open science to the attention of policymakers.4)The convergence of these three streams, with the construction of Digital China rising to the national strategic level and the launch of UNESCO Recommendation on Open Science has pushed open science onto the policy agenda. Finally, this paper suggests that Chinese government departments and relevant institutions take systematic measures to ensure the effective implementation of open science policies.

5Connotations and Influencing Factors of the Professionalization of Library Reading Promoters
    HUO Ruijuan, ZHANG Hai

[Purpose/Significance]In the current era, libraries are essential to fostering a reading-oriented society because they act as key hubs for disseminating knowledge. The goal is to increase public cultural literacy and foster an intellectual atmosphere. However, the lack of a professional framework for promoting reading in libraries severely hinders these efforts.Without clear standards, activities lack systematic planning, which leads to inefficiency and an inability to address diverse reading needs. This study systematically examines the professional services available to library reading promoters.By examining professionalization dimensions and influencing factors,it fills a research gap, enriches library science theory, and provides guidance for cultivating high-quality reading promotion teams.[Method/Process]In-depth interviews were used as the primary method to ensure research rigor.Fifteen participants were selected using purposeful sampling, including library scholars, experienced reading promoters, and front-line librarians. Each interview lasted between 50 and 70 minutes and covered the status of reading promotion, the challenges involved, and future expectations.Three stages of grounded theory analysis were then applied:open coding to extract initial concepts, axial coding to establish relationships between concepts, and selective coding to form a theoretical model. This data-driven approach validates the results.[Results/Conclusions]The research has achieved significant results by identifying three core dimensions of professionalization. For literacy specialization, reading promoters are required to have a solid grasp of library science, literature, and educational psychology.Training specialization emphasizes the establishment of a systematic training program that covers promotion skills, event planning, and user communication.A well-designed training system can continuously improve the professional capabilities of reading promoters.Reading promotion specialization focuses on adopting evidence-based and innovative strategies, which can enhance the effectiveness of reading promotion.Four influencing factors were also discovered:the curriculum system determines the content and quality of training;the resource system provides necessary physical and digital assets for reading promotion;the user service system affects the communication and interaction with readers;and the standardization system provides guidelines for the evaluation of reading promotion work.Based on these findings, practical suggestions were put forward, including optimizing the training model by combining theoretical learning with practical operation and establishing a standardized management system for reading promotion.Nevertheless, the study has certain limitations, primarily due to its relatively small sample size.Future research could expand the scope of the sample, conduct long-term follow-up studies on the impact of professionalization, and explore integrating emerging technologies such as AI and big data into the professionalization of reading promotion to further promote the development of library reading promotion services.
