This paper illustrates the significance of the construction of the integrated command information system for security work. With a view to the current status of the informatization construction and the practical needs,the paper discusses the system function requirement in the network communication,information gathering and sharing,situation awareness,command and control,warning and decision,rapid reaction,and at the same time the paper offers the suggestion on how to realize the mode of self- synchronous command depending on this system.

At present fluorine-containing fire extinguishing agent has become the most commonly used clean gas fire extinguishing agent. But the HF releasing problem is becoming more and more serious when fluorine-containing fire extinguishing agent works. This paper analyzes some influencing factors when fluorine-containing fire agents start to fire. And HF releasing mechanism is discussed combining the result of certain theories. Also it studies some techni-cal measures to restrain HF releasing. So,to ensure the safety of personnel and precision instruments in the fire,we should reduce the HF releasing from the fluorine-containing fire extinguishing agent.

The development fire protection legislation far lags behind the fast pace of urbani-zation. Fire protection legislation started late in China,and its law system is not complete and could not adapt to the construction of new urbanization,so we should provide strong law guarantee for the acceleration of the process of ur-banization by improving fire fighting system of laws and regulations.

These years have witnessed the rising number of labor intensive enterprises because of the growth of social economy as well as the expansion of villages within cities. As these enterprises manage to create employment oppor-tunities and promote the economic development as well,other problems accordingly arise,like the poor planning, the irrational enterprise operating,and the lack of fire-fighting equipments and knowledge of fire safety. This paper aims to probe into the strategies to help the labor intensive enterprises fight against the fire disaster. Suggested meas-ures involve the macro-control from the government,industrial supervision,enterprise responsibility and the train-ing and the education of fire safety knowledge.
It has put forward higher requirements for fire regulation and emergency fire fighting and rescuing work as large oil tank reservoir area appears.In order to formulate a scientific emergency response strategy for large oil tank fire ,to protect the safety of fire fighters in emergency fighting and to achieve the maximum efficiency of fire-fighting and rescuing,to locate the dangerous area around oil tanks when fire starts is required.Therefore,combined with a large oil depot tank engineering practice,a fire dynamics software is taken to construct a model which is used to so some simulation calculation for the developing process of oil tank fire.Based on radiant heat calculation model,fire radiant heat in oil pool is to be calculated;also,the surrounding dangerous area of oil tanks will be identified ac-cording to the intensity of radiant heat.The identification of the dangerous surrounding areas of oil tanks while fire accident occurring will provide scientific basis for the disposal strategy of fire fighting and rescuing work.

Laboratory is the important place for academies to conduct a teaching and scientific research,and laboratory safety is the preconditions for teaching and scientific research.Hazardous chemicals are the extensively used experiment articles to conduct teaching and scientific research.However,such chemicals are likely to cause safety accidents due to the characteristics such as inflammable,explosiveness,toxicity and corrosiveness.Therefore,taking the laboratory of Chinese People's Armed Police Force Academy(CPAPFA) as the case,and targeting on the current problems with the safety management of laboratory hazardous chemicals,this paper proposes the countermeasures based on the practical situation of CPAPFA,hoping to attain the aim of preventing and restraining the occurrence of hazardous chemical accidents.
