The intricate relationship inside and outside state owned enterprises makes it highly necessary to improve enterprise management abilities,which call for talents with one major and more capacitiesand those with multi-majors and multi-capacities.To handle the present challenges,state owned enterprises have to issue renewed demands for compound talents.Internal auditing can give full play to its advantages to shift the functions within and improve mutual exchanges;besides,those enterprises should function as talents training sites and create more channels for talent selection.Therefore,internal auditing is a way of training talents, new blood,for human resources in state owned enterprises,which keeps enterprises competitive in terms of talents and improves the developments of both staff and enterprises.
External ecological factors are underscored in administrative ecology.Research into administration science indicates that administration system and its activities are significantly impacted by particular environment,and a country's administrative environment directly determines the ecology and adaptability of its administration.Formalism can be found in the present heterogeneous Chinese public administration.The formalism can be conceived of as pseudo-development,which is critically detrimental to genuine administrative development.China,at its transformative stage,faces multi-layered and multi-dimensional imbalance and incoordination as to its development.Accordingly,the value choice of China's public administration should hinge on the improvements of government's penetration ability,civilians'participation and participation ability.

The dynamic effect caused by vehicles passing the shield tunnel is likely to lead to great soil settlement in soft soil around the tunnel.Based on wireless sensor network platform a measurement was performed to obtain vibration characteristics of the tunnel segment sand pavement slabs in tunnels of large-diameter crossing-river highways.By analyzing signals in both time and frequency domains the maximum vertical acceleration amplitude and the predominant frequency of tunnel segment and box culvert bottom plates were obtained .The analysis shows that the vertical vibration of both culvert and tunnel segments are in synchronization.The investigation results can offer reference for parameter value for the settlement analysis of the strata around the tunnel .
The working conditions of power transformers are directly related to the safety and stability of power grids.It is therefore necessary to do risk assessment of operation and maintenance to ensure effective transformer operation.In this paper a large amount of historical fault data collected from surveys is statistically analyzed in terms of causes and extent of the faults.Seven operation and maintenance risks are extracted from the fault data analysis that is winding risk iron core risk insulation risk casing risk lead risk cooling system risk and tap risk.The risk factors are selected and optimized and repetitive and inappropriate factors are kicked out so as to determine the main factors affecting the operation and maintenance of transformer components and build an index system of risk assessment.Fuzzy analytic hierarchy process is then employed to assess the operation and maintenance risks and then the assessment procedure and implementation methods are illustrated in detail.Case studies prove that the index system of risk assessment is reasonable and fuzzy analytic hierarchy process is applicable to risk assessment.Some risk prevention measures are accordingly proposed.
Research into the impact of compression creep law of soft soil on long-term stability and running safety of buildings in soft soil areas is of great importance.Compression and creep tests in different loading conditions in Hexi Area of Nanjing are conducted by using unidirectional odometer.The relationship between stress and strain and that between strain and time are obtained.The test results show that the relationship between stress and strain of soft soil in this area under the condition of one-dimensional compression can be modulated by hyperbolic function and this relationship is generalized by means of secant modulus method in addition the soft soil creep's nonlinear feature is remarkable according to the creep test results in different loading conditions and the creep laws of soft soil can be described by means of logarithmic function.The results can provide guidance for the calculation of settlement and settlement after construction of soft soil foundation in Hexi area of Nanjing.
As an important ground for eliminating crimes,act of rescue is of great interest for research.Its legal nature,establishment standards and limitation,for example,should be further clarified.Particularly,on the issue of opposition of life legal interests which has long been conceived of as the highest value,how to measure the value is a vexing question.This paper studies the nature,legal basis,application conditions,and opposition of life legal interests of act of rescue,and proposes some solutions to the opposition and judgments.Life legal interests can be considered as objects of act of rescue to protect equal or more life legal interests,which must be stringently conditioned and prudently judged.Another issue that must be clarified is that a doer takes civil responsibility although he/she does not have to take criminal responsibility according to the system of act of rescue.
The new Criminal Procedure Law,for the first time,stipulates minors' criminal record storage,which shows legal protection of minors,respect for their human rights,as well as legal and social progress.However,some problems,for instance,unclear law,clashes of law,difficult cooperation among legal enforcement organs,contribute to the failures in the storage of minors'criminal records and protection of minors'legal rights.Judicial organs should clarify their duties and responsibilities and regulate their actions,and facilitate the effective implementation of minor criminal record storage system,which can help legal administration,maintain legal dignity and protect minors'legal rights.
Research into social stratification is the basis of studies on social mobility,and also an important dimension for discussions on social changes.Numerous scholars at home and abroad have done research into this area.A key topic explored by Chinese writers resides in the relationship between social stratification and education justice since China's reform and opening up.More specifically,such research concerns the relationship between social stratification and other three factors,i.e.,fairness of family budget on education,fairness of sharing high-quality education resources,and opportunity fairness of upward mobility via education.Practice indicates that social stratification is objectively and mutually connected with education.
The reform of real estate tax plays a key part in the reform of current fiscal and taxation. On the one hand, it differs from other taxes in features and functions. The reform is more likely to influence house prices and hence have a direct bearing on peopleu0027s personal gains, on the other. It is, therefore, of great importance to Chinau0027s legal reforms. Chinese tax on real estate has its characteristics, and the reform is inevitable. The problems associated with the reform are that it is still in its initial stage and the legislation purpose is less definite. To address these problems, it is critical to construct and improve public fiscal system, and amend fiscal laws and regulations. Besides, the efforts to enforce laws relating to real estate tax should be stepped up and the reform should be carried out steadily.
This paper elaborates the functions, characteristics, and simulation principle of PSAT, and introduces the model building and control method of UPFC. To testify the improvement of UPFC device on the transient stability of the system,a simulation model was built based on WSCC 3-generator 9-bus system, through which time-domain simulation of transient stability was carried out based on PSAT. The results of the simulation indicate that PSAT is easy to operate and is a powerful tool for power systems. Moreover, UPFC is useful in complementing voltage drop, stabilizing system voltage,improving system stability and power angle, and extending system unstable time, thereby improving the system transient stability.
The Fifth Chinese Daughter,a 20 th century classical autobiographic novel about immigration written in assimilation narrative,has attracted national interest across the U.S.This paper examines the unreliability narratives of the work from the perspectives of intratextuality and extratextuality.The results show that the smooth assimilation in The Fifth Chinese Daughteris a constructed discourse.Rather,it is a narrative strategy for the subjects to give voice to their opinions so as to integrate into the mainstream society.This strategy is an active choice made by the author in defense of immigrants,and passive obedience under the pressure of mainstream discourse.

Thoughts on natural law could be found in ancient Chinese criminal laws.And modern criminal law theory and practice are more indicative of natural law.Nowadays,natural law is of great importance to amending criminal law system which is empirical in nature,and close,mechanic,and rigid.Postmodernism indicates that natural law should be incorporated into criminal law in the form of independent principle or rule.As a new law-governed country,China can avoid the roundabout way of continental law system by drawing their experience.Natural law can help in this connection.
The incorporation of circular economy into the establishment of a system,whose function is to scientifically evaluate ecological development industrial clusters,is of great importance to the rational and orderly development of industrial clusters. The evaluation index system which tallies with the characteristics of circular economy is established from three perspectives,i. e.economic benefits,environmental benefits and social performance.The evaluation values and weights of the three indexes are then weighed.And linear weighting method is used to calculate the comprehensive evaluation value of the ecological development of the industrial clusters.It is thus possible to make an objective evaluation of the relation between the ecological development of industrial clusters and the three indexes,and to identify the problems and gaps.
The pilot reform projects of real estate taxes in Shanghai and Chongqing are the first step of China's national real estate tax reforms and are of great and instructive significance to its current tax reforms.The comparison between background system the U.S and China use to levy their real estate taxes shows that they differ in tax-sharing system,land system,and official promotion.The differences in some typical systems indicate that there is little use merely expanding the range of real estate tax to cut house prices and increase local revenues.

This paper investigates the changing patterns of lexical sophistication,syntactic complexity and coherence in compositions by the L2and L1across language proficiency levels.As a One-Way ANOVA indicates,language proficiency has a significant influence on lexical sophistication and syntactic complexity,but fails to have an influence on coherence.The influence of language proficiency for lexical sophistication is found mainly between L2groups and L1group.The influence of language proficiency for syntactic complexity is found between the intermediate and high language proficiency groups of L2on the one hand and between the L2groups and L1group on the other.
The Training of professional postgraduates in electrical engineering at Nanjing Institute of Technology focuses on serving electrical power industry.This mode combines industries,colleges,universities,research,application and the cooperation between universities and enterprises,in which the contents and method are refined and systemized.On this basis,a theoretical and practical teaching system is formed.This paper takes an overall consideration of the construction of practice bases and planning discipline labs.Postgraduates whose previous studies are irrelevant to electric power are required to take some courses of this discipline,but without credits;some research projects are set up to explore the ways of fostering postgraduates through the cooperation between universities and enterprises,from perspectives of flexible application and cooperation system construction;some young teachers who are working on relevant projects or have a doctoral degree are invited to supervise postgraduates.In doing so,some problems are solved,such as lack of education in electric power major,difficulties in mastering some professional courses,unclear target when choosing supervisors for enterprise cooperation,the transition between oncampus supervisors and off-campus supervisors.
Volleyball,as an international sports game,is attracting growing interest in China.However,college students attach less importance to volleyball course,and the previous research in this area is based on the same college.This paper horizontally compares the major factors affecting students'option of this course,based on questionnaires carried out on sophomores from colleges and universities of three different levels in Nanjing.The survey shows that the common factors are the unpopularity of volleyball,students'lack of volleyball awareness and low popularity of the second class.It is also found that compared with volleyball facilities at key colleges and universities,those of ordinary colleges and universities are poorer, though the teaching environment of the latter is more relaxed and active because of less rigid constraints.This paper discusses those factors and proposes some suggestion,aimed to provide guidelines for educators at colleges and universities.
