
In this paper four types of barrier free transport services are identified: (1) type one: lift-equipped bus transit with half- fare, (2) type two: free-of-charge specialized vehicles exclusively used by the handicapped persons, (3) type three: half-fare para-transit such as taxis, and (4) type four: subsidies for private vehicles (autos and three-wheel motorcycles used by the mobility impaired only). Based on the 1990 questionnaire survey on the four different transport handicapped groups (visually impaired, impaired ambulation, elderly, and others) in the Taipei area, four trip generation models have been constructed by using a stepwise regression method. The latent travel demand for each barrier free transport service was then estimated through a gap analysis. It was found that employment was the most important factor affecting trip generation for the handicapped persons in Taipei. On average, the visually impaired have been generating more trips per month than the unemployed. The employed impaired ambulation have been generating 42.6 trips per month more than the unemployed individuals. The employed elderly have been generating 31.5 trips per month more than the unemployed individuals. The latent travel demands in Taipei would have reached 238, 933, 918 and 21 thousand person-trips per month, respectively, provided that barrier- free transport type one, two, three and four were to be introduced. The second type of barrier- free transport service would have the highest latent demand rate, with an average rate of 8.25 trips per month per person; followed by type three, with 8.11 trips per month per person; and then by type one, with 2.10 trips per month per person; and finally by type four (only for the mobility impaired), with 1.78 trips per month per person. This paper is based on a study commisioned by the Finnish National Road Administration. The main aim of the study was to develop models that would describe the safety at junctions as well as possible. The models would then be used in the identification of factors affecting junction safety, the evaluation of safety at specified individual junctions, the identification of unsafe junctions, and the evaluation of the safety effects of road measures.
In recent years, public bus services in rural areas have been gradually reduced, both in Denmark and in other European countries. In Denmark however, the ordinary public bus routes still serve most of the rural areas, but they do not, in general, meet the needs of people with a mobility handicap. The normal public school bus follows a fixed route and is therefore only accessible to people living close to the route and people with no mobility handicap. The main idea of the SESAME project is, as mentioned above, to create a total survey of all public and private transport services in a specific rural area consisting of two local communities (Vodskov and Sulsted). Data was collected within the following four main categories of transport services in rural areas: (1) Local public bus routes; (2) Passenger transport related to schools, social services and health car services; (3) Municipal messenger and delivery services; and (4) Commercial distribution services including mail services. The transport services examined amount to a total of 32 different services from which 3 basic local transport services were identified: A. The Rural Service Bus, B. The Rural Postal Service, C. The Municipal Messenger and Delivery Service. Based on the survey of the selected rural area it is proposed to establish an accessible rural dial-a-bus service.
